After the Commissioners indicated their interest, Mr. Schroeter thanked <br />the Commission for the opportunity to make the presentation and Chairperson <br />Weintraub indicated they were pleased with the presentation. She thanked <br />Mr. Schroeter for taking the time to meet with the Commission. <br /> <br />AGENDA ITEM 2 - Presentation and Tour - Fair Oaks Community Center <br /> <br />Chairperson Weintraub introduced Mr. Antonio Villasenor. Mr. Villasenor <br />welcomed the Commission to the Fair Oaks Community Center and explained that <br />the Center was constructed with assistance from the federal government; the <br />monies were given through HUD with Redwood City supplying 1/4 of the sum. <br />He explained that San Mateo County also assisted but in a minimal fashion. <br />The operation of the Center is under the jurisdiction of the City of Redwood <br />City and is a Redwood City facility. The operational funds are provided by <br />the City of Redwood City. The Center was built in a target area in Redwood <br />City close to the San Mateo border with 55% Redwood City residence and 45% <br />San Mateo County residence. Priority for primary services is for the citizens <br />residing in the target area but the services are not limited. San Mateo County <br />is also providing part of the operational funds; however, the sole control is <br />under the Ci ty of Redwood Ci ty. The Center opera tes under the concept of an <br />Advisory Board and Mr. Villasenor is responsible directly to the City Manager. <br />The Advisory Board is composed of representatives of the City, County, and <br />from the target area. <br /> <br />Mr. Villasenor mentioned the number of services offered by the Center with <br />the primary interest on social services. It was not intended to be a rec- <br />reational facility but does possess some recreational equipment. The main <br />goal is to provide social services for the residents in the target area because <br />many of the services offered in the City are not close enough or convenient <br />enough for the people residing in the target area. <br /> <br />The Center is divided into many segments, one of which is the administration <br />social services area which includes a number of organizations that have an-' <br />administrative office. Services provided include family services (crisis <br />counseling, assistance in translation of documents, employment assistance, <br />etc.), Catholic Social Services, Consumer Fraud Unit, housing services, etc. <br /> <br />The facility also includes a library which emphasizes multi-cultural materials <br />including records, movies, etc. The facility also has a Child Care Program <br />with an enrollment of 41 children and is utilized by single heads of house- <br />holds. The individuals eligible must be welfare recipients, potential welfare <br />recipients, or former welfare recipients with the aim to assist these single <br />heads of households to become part of the working force. Persons earning a <br />marginal salary are not able to afford child care. At the present time, there <br />are forty-five children on the waiting list, of which fifteen are infants. <br />The Center has the only program in the area providing infant care (6 months <br />to 1-1/2 years). The facility can only permit eight infants at anyone time <br />for child care. The Child Care program is funded by the Sta te Department of <br />Education with the City of Redwood City providing assistance. The State Depart- <br />ment of Education is presently investigating expansion of the program. However, <br />the Fair Oaks Center is not large enough so another facility is being sought to <br />help with the overload of children. The goal is to adequately serve fifteen <br />additional infants as this is a critical need. <br /> <br /> <br /> <br />
