Notification of the new Commissioner and appointment of Commissioners <br />Pound and Wilson. <br /> <br />2. <br /> <br />Notification from 'the City Clerk of the passing of a No-Smoking rule <br />at City Council meetings. It was indicated that if other Commissioners <br />wished to enforce the No-Smoking Rule, they would have to vote <br />individually through their Commission. <br /> <br /> <br />Mr. Weeks distributed the copies of the San Mateo County Minutes to be <br />circulated through the Commission during the meeting. If copies of <br />these Minutes are desired, Mr. Weeks suggested they be requested <br />individually at the end of the meeting. Copies of the proposed budget <br />were al so passed ou t to each Commi ssioner . - . <br /> <br />AGENDA ITEM 1 - Presentation: Midpeninsula Re~ional Park District <br /> <br />Mr. Weeks distributed the copies of the San Mateo County Minutes to be <br />circulated through the Commission during the meeting. If copies of <br />these Minutes are desired, Mr. Weeks suggested they be requested <br />individually at the end of the meeting. Copies of the proposed budget <br />were also passed out to each Commissioner. <br /> <br />- - - ~- - ----- <br /> <br />The District is financed primarily by a property tax of up to 10 cents <br />per $100 assessed valuation, which results in approximately $1.5 million <br />in annual revenue. In addition, the Board of Directors by a four-fifth <br />vote may issue bonds with the approval of two-thirds of the electorate <br />and may authorize the District to borrow money. The District staff is <br />also actively undertaking a program to obtain State and Federal grants <br />for land acquisition. The ability to purchase open space and trail ease- <br />ments, developed rights, and to enter into sale and lease-back agreements <br />gives the District even greâter flexibility. Gifts of scenic property <br />from pxivate owners are also donated. <br /> <br />Mrs. Harrington gave a slide presentation of the lands which have been <br />acquired to date by the District. Annexation of portions of San Mateo <br />County was then discussed. The Citizens Committee is presently planning <br />'for June 1976 for a vote on this issue. <br /> <br />Chairwoman Weintraub thanked Mrs. Harringtcn and her assistant Lennie <br />Roberts for the informative presentation. <br /> <br />AGENDA ITEM 2 - Presentation - Soccer Interests <br /> <br />J T 'I .... <br /> <br />Mr. Larry Niswander was introduced and briefed the Commission on the goals <br />and objecti ves of the AYSO (American Youth Soccer Organization). He <br />explained AYSO offered a new type of soccer for native born Americans <br />who wanted to play the game for fun and not competition. AYSO offers <br />non-competitive, non-pressure soccer. <br /> <br /> <br />
