Re~u~st pi Redwood City Kiwanis ~lub for the Use °t the Veterans <br />Memorial Building <br /> <br />Mr. Weeks stated that the request for use of the facilities are normally handled in <br />a routine manner. However, the request of the Kiwanis Club comes before the <br />Commission because it requires an exception to one of the policies of the Commission <br />relative to building use. <br /> <br />ClBirman Knecht recognized the representatives from the Kiwanis Club. Mr. Bob Spillers <br />of the Kiwanis Club indicated the Club would like to request the use of the Veterans <br />Memorial Building as a meeting place for their Wednesday noon luncheon. At the <br />present time, the Kiwanis Club has been unable to find a weekly meeting place. <br /> <br />Mr. Been Goldsmith mentioned that the Club experienced some problems with their <br />previous location and have temporarily relocated to the Holiday Inn in Belmont. <br />However, the Holiday Inn is unable to guarantee them a weekly meeting place. 'Mr. <br />Goldsmith further indicated he felt it unfortunate that businessmen of Redwood City <br /> <br />- - <br /> <br />must go outside the City for their meeting. "~He --f,urther indicated .they have a caterer <br />set up to serve the luncheon and the room would be needed for approximately three <br />hours (11:00 AM - 2:00 PM). He also ensured the facility would be left clean. <br /> <br />Mr. Weeks mentioned that the basic problem involved the policy as it is currently <br />stated. Presently an application is requested for each use of the facility and <br />prohibits continuing use by anyone group. The policy was set up in this manner in <br />order to allow a greater general use of the facility for a broader scope of <br />activities. If the facility was allowed to be utilized on a continuing use basis, <br />there would be a danger of limiting the facility for special club use. It was <br />further pointed out that other service agencies have inquired into this same type <br />of continuing use permit and the Department has thus far indicated the policy and <br />denied the requests. <br /> <br />There are some groups presently using the facility on a continuing basis who were <br />using the facility in this manner before the policy was established. It was indicated <br />that it will be necessary to advise them they will have to eventually cease using <br />the facility on a continuing basis in order to allow other groups equal use. <br /> <br />Discussion followed regarding the advantages/disadvantages of the Goldstar vs the <br />Redwood Room at the Veterans Memorial Building. Mr. Goldsmith pointed out that the <br />Goldstar Room would be too small to accommodate the 100 luncheon members. It was <br />indicated that the Redwood Room would not be available on a continuing bases in <br />that senior groups and other high priority groups are using the room presently. The <br />Community Activities Building schedule was then reviewed and several meeting halls <br />were found to be available and adequate. <br /> <br />Mr. Goldsmith also mentioned that the Kiwanis would not need the use of the facility <br />on a long-range basis but would be looking for a permanent home in the meantime. <br /> <br />Upon discussing the matter, it was felt that there perhaps were exceptional extenua- <br />ting circumstances with respect to the Kiwanis' needs fora facility and, therefore, <br />an exception to the use regulation might be 1n order. ~-It -was-felt, however, --~that -this <br />exception could result in--"many additional requests from community service organizations <br />that are faced with somewhat the same dilemma. It could result in ty#ng up the <br />public use facilities where they would no longer be competitive for other priority <br />groups. It was pointed out, however, that if a limited term arrangement could be <br />made, after which the situation would be reappraised, this might accommodate the Kiwanis <br />during their immediate dilemma and offer an opportunity to review the situation as <br />time progressed. It was pointed that, with minor adjustments, the Conununity <br /> <br />ktiriti~ ~ildi~ rould be ~de a~i1a~e for the Club's use. <br /> <br />
