The motion carried by voice vote.

It was felt that until such time as other facilities are provided throughout the
community for organizational use, it may be that certain other criteria should
be established with respect to priority for community service organizations. ~ This matter
will be reviewed and evaluated over the next few months as a part of the trial
period granted to the Kiwanis Club.

Me. Spillers thanked the Commission for their time and consideration of the matter.

A five minute recess was called at 8:40 PM.

The meeting was called to order at 8:45 PM.

Chairman Knecht commended Center Supervisor Mary Kucala for her article "Handicapped
Bowlers Enjoy Full Program" which appeared in the June--July 1975 issue of the Califor-
nia Parks & Recreation magazine. Commissioner Weintraub
further encouraged other Committee Chairmen to seek out citizen liaison members.

Commissioner Weintraub further mentioned that she attended the Emerald Lake Association
meeting on August 6,1975. At that meeting, the county planners described an alternate
plan to the Halsted Plan. She commented that the County alternate plan is very compati-
ble with the Canyon Road Plan.

MOTION:

Commissioner Pound moved to accept the Design & Development Committee
report and commended the Committee for the fine report, seconded by
Commissioner Wilson. The motion carried unanimously by voice vote.

A discussion followed regarding the plans for Hetch-Hetchy right-of-way and Canyon
Park. The problem consisted of whether or not to call neighborhood meetings and
take the plans before the public when there are no funds in sight for development.
Mr. Weeks indicated that he has a contractual time limit with the consultant and
would like a decision with regard to the plans. The lack of funding was discussed.
Commissioner Weintraub indicated she felt the Commission should complete the
project with the consultant, thus a completed site plan will be reviewed and
recommended. Commissioner Pound also felt the plan should be completed, as
did Commissioner Rollins. Commissioner Schlesinger added that the Council had
requested the Commission's recommendations, even if no funds were presently available.
It was concurred that the plan should be completed, public meetings called, and
recommendations made to the City Council. Mr. Weeks will proceed with establishing
the necessary public meetings.
