The motion carried unanimously by <br />voice vote. <br /> <br />REPORT ITEM 3 - Red Morton Community Park Committee Report <br /> <br />MOTION: <br /> <br />Commissioner Weintraub moved to accept the Red Morton Community Park <br />Committee report, seconded by Commissioner Pound. The motion carried <br />unanimously by voice vote. <br /> <br />REPORT ITEM 4 - Q¡¿en Space Commi ttee Report <br /> <br />The Committee reviewed their report resultant from a petition from residents to <br />purchase property in the vicinity of Carlos Avenue and Leahy Street for park and open <br />space purposes. It was pointed out that the City Council at their meeting of July 7, <br />1975 referred this request to the Parks & Recreation Commission for study and re- <br />commendations. It was also indicated that in addition to the Committee report <br />concerning the description of the area and its possible future park use, the <br />Committee also investigated the expansion of Fleishman Park in addition to the area <br />covered by the report. It was pointed out that the Park and Recreation Element of <br />the General Plan proposes the expansion of Fleishman Park to provide for the necessary <br />acreage to satisfy current deficiencies. <br /> <br />This expansion was investigated and compared with the acquisition of the proposed site. <br />The expansion of Fleishman Park would necessitate the purchase of nine parcels, all <br />of which contain building improvements and dwellings which would result in relocation <br />costs. Based upon current assessed values, it is estimated that the Fleishman <br />Park extension would approximate $316,625 for the purchase of the properties. <br />Relocation costs are estimated to be $125,000 resulting in a total of $441,625 <br />for the Fleishman Park expansion. <br /> <br />The estimated cost for the purchase of the vacant property at the proposed Car1os- <br />Leahy-Northumberland site is $368,875. There would be no relocation costs. <br />Maintenance costs could be expected to approximete $17,280 annually. <br /> <br />It was the consensus of the Commission that the proposed site would be somewhat <br />Limited for park purposes unless the streets through the site could be abandoned. It <br />was agreed that with this abandonment the combined vacant properties would serve <br />quite well for neighborhood park development. Otherwise, the area could only be <br />developed basically for passive use and landscaped open space. They felt that the <br />acquisition of the proposed site should take priority over the expansion of the <br />Fleishman Park area in that it would appear the cost would be less and relocation of <br />homeowners would not be necessary. <br /> <br />The Commission further agreed that in light of the City's <br />any funds made avaiIab1e for the purchase of property for <br />system should be applied to the existing priorities where <br /> <br />. . . <br />c~enc~es are greater. <br /> <br />current financial situation, <br />the expansion of the park <br />neighborhood park defi- <br /> <br />MOTION: <br /> <br />At the conclusion of the discussion, Commissioner Schlesinger moved, <br />seconded by Commissioner Weintraub, that the following recommendations <br />be made to the City Council: <br /> <br />
