<br />~~ <br /> <br />-~ ~ <br /> <br />~'" <br /> <br />. . ... <br /> <br /> <br />114 <br /> <br />Pictures of the problem areas were passed around to the Commission. <br />Commissioners and staff made several suggestions. <br /> <br />The <br /> <br />Mr. Weeks asked if the Task Force had permission from University representatives <br />to cross the State College property. Mr. Mikesell stated that they did not have <br />this permission and did not believe that it had ever been requested. Mr. Weeks <br />stated that the Commission has been interested in the property for some time. He <br />further indicated the Fire Department has been working with the State Forestry <br />peopl~, the Woodside Fire District, and the University representatives to secure <br />the State College Site from access as much as possible for its protection <br />from fire and abandoned vehicles. New fencing and new lighting will be added <br />around the PG&E Station. If the entrance across the right-of-way were granted, <br />access would still be necessary across the State College property. It was suggested <br />that access across the State College Site be resolved. <br /> <br />Discussion then centered around the encroachment permit which is a requirement <br />of the State Highway Department. The permit was submitted to the San Mateo <br />County Attorney who indicated it would cost the County $3,000 just to have the <br />proper permit drafted. Issues such as insurance and liability enter into the <br />picture. The County Parks & Recreation Commission was requested to accept <br />responsibility for the permit. This has not yet been settled; however, further <br />efforts are being made to resolve this issue. <br /> <br />Mr. Mikesell requested the Commission's support of the Equestrian's efforts to <br />provide a safe crossing at highway 280 and thanked the Commission for the <br />opportunity to give his presentation. In that Mr. Mikesell was to attend another <br />meeting and had to leave, Chairman Knecht-_-~ thanked him for his presentation and <br />indicated the Commission would make a decision prior to the close of the meeting. <br /> <br />AGENDA ITEM 2 - Review of Master Sitye Pla~s - Dolyhin and Marlin Park Areas <br /> <br />Mr. Weeks introduced Mr. Donald Smith and Mr. Russ Dixon from Recreation Land <br />Planners. A few changes have been made since the Committee's last report. Maps <br />were displayed for clarity. Mr. Weeks indicated that there were four basic areas <br />involved entitled Dolphin I, II and II and Marlin II Parks. <br /> <br />Dolphin III is near the bridge. It was pointed out that the basic concept for <br />this area is landscaping some mounding and turf areas with a path network which <br />connects with the landscaped area to the north of the bridge. This is basically <br />an area for passive use. There will be a small seating area and a small dock fac- <br />ility, which will offer an access point from the water (lagoon area). <br /> <br />It was indicated that the lighting under the bridge is a problem. Mr. Weeks stated <br />this would be investigated with the Public Works Department. However, it is not <br />being proposed in this particular park development to install lights under the <br />bridge, except perhaps in concert with the Public Works Department in order to <br />get some light under the bridge. This was suggested by the residents. <br /> <br />The Doiphin I and II areas will be landscaped down to Quay Lane and a path <br />system (gravel type) will be designed. <br /> <br /> <br /> <br />
