Implications of the Top Ten

Of the Top Ten Council Priorities, Community Development Services is already well underway with active
participation on all of these. It is unknown at this time to what degree the Performance Measures work will affect
departmental objectives in FY1999-2000.

Regarding the Build-out Analysis, the Planning Commission developed a priority list which included Canyon
Road, Bair Island, Whipple Industrial and EI Camino Real. Several initiatives are already underway. The EI
Camino Real Task Force is looking at long-term development potential of EI Camino. Specific developments are
progressing on Bair Island. With cancellation of the 4th Amendment, the initiative to study Whipple Industrial area
has lost steam. Staff recommends that the Build-out Analysis now be wrapped into the General Plan review
process planned for FY1999-2000.

Regarding implementing projects in the CIP, Fire Station 11 has become a larger project then initially anticipated
and it is unlikely that the Entry Features can be funded if the City Council moves ahead on EI Camino Real.
