I

~

- 2 -

.In the discussion of Marl;n Park, reference made to First City Land
Development should have been Redwood Shores Properties, Inc.

ITEM 2 - REDWOOD SHORES DRIVING RANGE

Agenda Item No.2 was moved up to the first discussion item because of the
large number of individuals who attended the meeting to hear the driving
range proposal. The driving range proposal was first sent to the City
Manager in a letter from H. S. Sibley, Jr., co-owner of the driving range.
The City Manager forwarded a memorandum to Director Griffiths requesting
review by the Park and Recreation Commission. Mr. Sib1eyls letter
requested that the City of Redwood City acquire the exis~ing driving range
as a city park by exchanging existing undeveloped parkland within Redwood
Shores or that the City of Redwood City require Redwood Shores Properties,
Inc. to give up the driving range parcel in exchange for the remaining
Redwood Shores development. Redwood Shores Properties, Inc. has terminated"
the lease of the land occupied by the driving range effective October 1,
1990 indicating that the 11.5 acre driving range parcel ;s scheduled for
housing construction at sometime in the future.

The driving range has been in business for approximately five (5) years and
serves a wide variety of individuals, schools, recreation classes and
colleges. The driving range has two (2) separate mat hitting areas and two
(2) separate grass hitting areas, as well as putting green, sand traps and
a chipping area. The existing building includes a pro shop, club- repair
shop and an eating facility. Under the current lease the facilities and
fencing would have to be removed and the area utilized for the driving
range would be restored in a condition acceptable to Redwood Shores
Properties, Inc. Approximately 70 individuals showed up for the meeting to
hear the discussion of the driving range proposal. Mr. Sibley gave an
informative presentation to the Commission and responded to questions about
the driving range operations. In addition to Mr. Sib1ey's presentation,
the Commission received correspondence from Mr. Neal and Mr. French
supporting the proposal and a letter from Mr. Warren of Redwood Shores
Properties, Inc. requesting the Commission to not support the proposal.

Mr. Mike Gibson, Redwood Shores, Properties, Inc., made a presentation and
showed a large land use map of the Sandpiper Neighborhood as well as the
proposed uses of areas G and I which include the area currently leased to
the driving range. Mr. Gibson spoke of the current-unmet recreational
needs of the Redwood Shores community and urged the Commissioners not to
consider trading parkland because of the city's desire to provide
additional open space and a community center on the Sandpiper Park site.
Mr. Gibson responded to Commissioner Mortensen's question, IICould the
driving range be located in South Shores?" Mr. Gibson responded by saying
that uland would have to be filled causing some regulatory problems with
the Corp of Engineers and State lands Commissionll.

Director Griffiths explained to the group the proposed parkland development
for vacant park parcels and answered questions about capital improvement
funding and the proposed community center for Sandpiper Park. Commissioner
Swope discussed the net effect of the loss of existing parkland pointing
