<br />, <br /> <br />.. <br /> <br />. <br /> <br />J <br /> <br />.. <br /> <br />ITEM 2 - Redwood Shores Parks <br /> <br />Commissioner Slusser said that the reason the January meeting with Redwood <br />Shores residents was cancelled was due to the inability to inform the <br />residents of the meeting'. He said that the community was still interested <br />in having a meeting, but was not sure how to notify all residents. <br />Commissioner Slusser said homeowner groups have suggested that they could <br />pay for the cost of a meeting room at the Hotel Sofitel and the City and/or <br />Commission could cover the cost of notifying residents of the meeting. He <br />explained that another suggestion would be for the various homeowner <br />associations to notify their sub-organizations who in turn would notify <br />residents. Commissioner Slusser stated that the earliest the meeting could <br />be scheduled would be in March because the homeowners associations wanted <br />to spend more time planning the event. Chairperson Nordness suggested <br />separate hearings needed to be held; March for Redwood Shores residents and <br />April for Redwood City proper. A discussion was held on what topics should <br />be discussed at the hearings. Recreation Supervisor Jan Knight suggested <br />that notification of the meetings could be placed in the Park and <br />Recreation Spring brochure; in the planned publication produced by the City <br />Manager1s office; or a notification could be stuffed in resident's monthly <br />utility bills. Commissioners Slusser and Mortensen agreed to meet and try <br />to work out the details of the meeting. <br /> <br />ITEM 3 - Results of Dogs in Park Survey <br /> <br />Management Analyst Ramon Aguilar explained the results of the IIDogs in the <br />Parksll Survey which was requested at the November Commission meeting. He <br />explained the method by which he obtained the information and any comments <br />he received from individual cities. The most frequent comment he received <br />was that, uYou have to 1 et dogs in becau'se you can I t keep them out II . He <br />noted that cities have a difficult time enforcing their laws pertaining to <br />dogs in the parks. Only the Counties of San Mateo and Santa Clara have <br />rangers who strictly enforce their laws/regulations. Ramon answered <br />various questions the Commissioners had regarding the report and was going <br />to further research a IIdog trianglell in Morgan Hill which appears to be a <br />very popular site in their community. <br /> <br />Recreation Center Supervisor Jan Knight, a dog trainer and President of the <br />Deep Peninsula Dog Training Club (AKC affiliated). spoke on the fact that <br />there was no place in Redwood City where dogs were allowed except on the <br />sidewalks. They are not allowed in either parks or schools. Jan reviewed <br />the fact that she had suggested a dog permit system in October 1988 and was <br />instrumental in getting a IIpooper scooperll law implemented at that time. <br />Due to i llness. Jan was unable to continue her work to allow dogs. in the <br />park. Jan referred to current ordinances in effect for both City and <br />County and spoke to San Mateo County Animal Control Department who <br />indicated they were not aware of our ordinance not allowing dogs in the <br />parks. Jan gave a brief demonstration of different types of leashes and <br />equipment which can be used to handle dogs effectively. She reviewed her <br />1988 proposal for a two-level permit system to allow dogs in the parks. <br />Level I would be an lIon-leashll permit; Level II would be an lIoff-leashll <br />permit used for advanced dog obedience training. Under this permit system, <br />users would pay a small fee, be issued a different color arm band to be <br />worn to signify permit level, and a pamphlet/brochure would be given out to <br />explain the policies and procedures that they were to follow. Possible <br />monthly training classes could also be offered as a condition of permit <br />issuance. Non-conformance of established rules and regulations 'could <br />result in the revoking of permits. Jan pointed out that park signs that <br />currently say IINo dogs in the parksll could be painted out to reflect <br /> <br />
