Jan did not support the development of a <br />IIdog runll since it could present possible liability problems to the City, <br />would cost more and would not provide a positive atmosphere for dogs and <br />handlers. Jan made the following recommendations to the Commission: <br /> <br />1) Strike the City.s current ordinances and let the County ordinances <br />take over; educate County Animal Control and Police Department <br />regarding our current laws. (leash law, pooper scooper law, etc.) <br /> <br />2) Leaving the current City ordinances as they are and implement a two <br />level permit system. <br /> <br />3) Allow no dogs in the park except for specific areas designated far <br />dog user permit approved use. <br /> <br />Jan mentioned that in 1988 she recommended that 3 areas within Redwood City <br />which might be designated as Udog approvedll areas as: the grassy area <br />behind PYC Building, one area in Redwood Shores, and another near Garrett <br />Park. She felt that we needed to consider more than one area due to the <br />size of the City. A discussion ensued regarding this matter and each <br />Commissioner was asked to express their feelings. Commissioner Davis said <br />he felt this was a legitimate need of the community and we should try to <br />make some type of accomodation for those citizens with dogs. Commissioner <br />Slusser said he agreed with Don Davis and felt there was a need for a <br />compromise and recognized the need. Commissioner Howard felt this was a <br />matter that was important and would require some time to research. She was <br />not in favor of close encounters between children and dogs in play areas, <br />but would be in favor of letting certain parks be designated for dogs or <br />certain areas allowing leashed dogs. Chairperson Hordness was concerned <br />with dogs that are off leashes in parks, but said the Commission may want <br />to consider opening some or all of parks to dogs on leashes. Commissioner <br />Castelli felt we needed to do something to address this need in the <br />community. Chairperson Nordness requested that Commissioners Davis and <br />Howard, Ramon Aguilar and Jan Knight meet to work out details of thts <br />proposal. <br /> <br />ITEM 4 - Union Cemetery Update <br /> <br />Commissioner Swope reported that the Union Cemetery RFP was mailed out to <br />37 organizations, but no bids were received. Seven possible bidders, <br />replied indicating interest but stated that their schedules would not allow <br />them to apply at this time. One bidder indicated that $15,000 was not <br />enough money to complete the project. Commissioner Swope is going to call <br />some of the potential bidders to verify that the reason they did not apply <br />was due to time constraints and not the monies available. If this is the <br />case, the RFP could be re-issued at a later time. If she finds that the <br />bidders agree that $15,000 is not enough, we could try to obtain matching <br />funds from other sources. After a recent article about Union Cemetery <br />appeared in a local paper, a $1,000.00 donation was received from a member <br />of the community. She will report back to the Commission with her <br />findings. <br /> <br />COMMITTEE REPORTS <br /> <br />-Chairperson Nardness stated that during March he will be joining 17 <br />members of the community on a visit to our Sister City Zhuhai, China.
