i

t

, i

.

develop the program. Superintendent Hartman said since that City Council
meeting, it was suggested that perhaps a grant could be obtained for the
entire amount needed to develop the program and staff is looking into this
possibility. Also on the list was a $9,700 reduction in salary of an
Administrative Clerk. Some confus10n has arisen around this proposal
and the Department needs to rethink the situation. The Council currently
does not support reducing hours that are not voluntary and suggested
looking elsewhere for the $9,700. The Department Head had suggested
keeping the Therapeutic Coordinator position at 75% rather than increasing
to 100% but the City Council requested that we increase the hours of this
position due to the needs of the community.

Superintendent Hartman said our department received alot of support from the
City Council due to their emphasis on youth in the community. She also
mentioned the City Council took $1,000 from their budget and reinstated
$1,000 which had been deducted from the Civic Cultural Commission's budget.
Superintendent Hartman said the department's budget cuts now total $27,890
with an additional $9,700 to $19,000 depending on further review and approval
of the City Council.

Superintendent Hartman pointed out the City anticipates the State will make
up to another $1 million in cuts for 93-94 so this is not the end of the
problem. Although our department did not have any layoffs, this could change
in the coming years. Vice Chairperson Davis suggested the department m~
want to consider leasing out our pools to generate more income, which is
something the local high schools are doing.

ITEM 3 - Pl~ Area Renovation

Superintendent Hartman said presentations were heard recently from four
different play equipment companies to renovate the play areas at Jardin de
Ninos, Palm Park and Red Morton Community Park. Based on the presentations,
Ross Recreation Equipment Company was selected and the award of the bid will
be on the November 2 City Council agenda. Diagrams of the new play equipment
for each of the parks was available for the Commissioners to review.
Superintendent Hartman mentioned the parks to be renovated were selected
based on safety of the current equipment. Each of these parks has wooden
equipment which is deteriorating and becoming a safety concern. The new
play areas will be designed to comply with the new Americans with
Disabilities Act guidelines.

Resident Michael Verdone spoke regarding the condition of the equipment at
Stafford Park and specifically the top platform of the double slide. He felt
it was a very heavily used park and many people he has spoken to in the
community would like to see the play equipment at Stafford Park replaced.
Superintendent Hartman suggested Mr. Verdone might like to organize "members
of his community together to pursue this project.

ITEM 4 - Meeting with City Council

The Commissioners indicated they want to meet with the City Council at a
study session sometime in mid-January or early February. A letter will be
sent to the City Council requesting a date during that period of time.

"--,:",;-!(,,,',,'~':'-- '

.

..
