He felt there is a total disrespect by dog owners who bring their <br />dogs to the parks and has observed that most do not clean up after their dogs. <br />He said he has spoken to many people in the parks and told them that dogs <br />are not allowed and people just laugh. Mr. Rogers felt that there is no level of <br />enforcement for either of the City ordinances. <br /> <br />The Commissioners explained the history behind the dogs in the park issue <br />and what the Park and Recreation Commission has done to try and resolve <br />this matter. The Commissioners discussed the fact that perhaps better and <br />larger signage may help. Mr. Rogers also mentioned that he has seen people <br />drinking in the parks and most specifically in the covered picnic area next to <br />the Community Activities Building. He felt no alcohol in the parks is an <br />unenforced issue and that the Police Department needs to stop and cite people <br />to stop it from happening. Commissioner Morton suggested contacting the <br />Police Department so see if their cadets could monitor the dogs and alcohol in <br />the parks issues. Chairperson Swope suggested writing a letter to the Police <br />Chief to advise him of this issue and ask his cooperation in having his <br />officers cite people in violation of these City ordinances. Mr. Rogers <br />suggested having the Police Department do a Itsweeplt of the park at peak <br />times in order to make the greatest impact on the violators. <br /> <br />MIS Nordness/Truscelli: To send a letter to Police Chief Carlos Bolanos with <br />a copy to the City Manager and City Council asking for the Police <br />Department's assistance in this matter and a response to the <br />letter. <br /> <br />The Commissioners felt that since the Park and Recreation Commission is <br />advisory to the City Council, the letter should be addressed to them instead of <br />the Police Department. <br /> <br />Motion amended to read: To send a letter to the City Council with a copy to <br />the City Manager requesting that they direct staff to review this <br />issue and that a representative of the Park and Recreation <br />Commission is available to meet with staff to explore options to <br />try and resolve these issues. <br /> <br />Commissioner Slusser volunteered to be the Commission's representative <br />on this matter. <br /> <br />Motion passed. <br /> <br />Chairperson Swope agreed to draft a letter for the Commission for this <br />purpose. <br /> <br /> <br />
