<br /> <br />~ <br />! <br />j <br /> <br />Park & Recreation Commission <br />Minutes of April 28, 1999 <br /> <br />Page 3 <br /> <br />" <br /> <br />Commissioner LaBerge asked about funding for the project; if there was a <br />current use of the planned site; if this site was permanent or temporary. <br />Manager Hannon gave the history of the funding of the project and stated the <br />proposed site is not currently used. She mentioned that this is a permanent site <br />but noted that staff is very interested in providing a temporary skate site for youth <br />and are planning on having a temporary ramp at the back of the Red Morton <br />Center parking lot. The ramp will be placed out for use during certain days and <br />times of the week and will then be rolled back next to the center and chained up. <br />Plans for the new site would include fencing but staff is not sure if it will be <br />staffed with employees or not. Commissioner Joseph asked what age groups <br />would be using the facility; Supervisor Haqq-Smith stated the participants would <br />be from age 6 to mid-20's; there would be mostly middle and high school <br />students. The Commissioners discussed vandalism and staff spoke about how <br />the cities which currently have skate parks deal with it; most do not experience a <br />problem with vandalism and security is not an issue. <br /> <br />John Baker spoke about living two blocks away from the San Mateo temporary <br />skate park and said that there have been no problems at the site. Commissioner <br />Swope discussed the issue of noise and providing a buffer. She also asked if <br />anyone had spoken with the neighbors and the NFL Alumni Association about <br />the proposal and Manager Hannon agreed to contact them. Commissioner <br />Slusser felt that noise could be a factor and stated there are ways to mitigate the <br />noise during the design phase of the project. He suggested to consider building <br />a larger size facility rather than a smaller version which would be easily outgrown <br />in a short time. <br /> <br />Motion passed unanimously. <br /> <br />Supervisor Haqq-Smith said the Youth Advisory Board is currently recruiting <br />members for their organization. Applicants should be middle school or high <br />school students between the ages of 12 to 18 years old. Commissioner Swope <br />and Davis will participate on the design committee. <br /> <br />ITEM 2 - STULSAFT PARK UPDATE <br /> <br />Manager Gibbons reported the consultant completed the first report requested <br />and the information has been placed in the repository at the Library and <br />Community Activities Building. A report will go to Council for approval on May 10 <br />to proceed with the second phase of the project. Chairperson Morton said he <br />has attended two of the meetings of the committee and is pleased with the <br />process. <br /> <br />ITEM 3 - ORDINANCE APPROVAL - ALCOHOL IN THE PARKS <br /> <br />The Commissioners reviewed a memo from staff listing various options for <br />allowing alcohol in the parks. Commissioner LaBerge provided the <br />Commissioners with copies of information obtained from the City of Sacramento <br />on large park event policies and alcohol use in their parks. Chairperson Morton <br />thanke~ him for fJettin~ t~e infor~ation; the ~o~missioners agreed that they <br />would like to review this Information and see If It was applicable to our ordinance <br />options and to discuss at the May meeting. <br />
