Park & Recreation Commission
Minutes of October 27, 1999

Page 3

people expect noise in their front yards but not in their backyards. She wants to
see this proposal end here tonight.

LaVerne Warren, 1221 Fernside Street, has lived in her home for 35 years and
agrees with Ms. Clement; she opposes the project and privacy is her biggest
concern.

Terri Marymee, 1245 Fernside Street, spoke in opposition to the proposal and
felt that many more dogs and people would be using the property if it was
developed a

Commissioner LaBerge asked the neighbors what they currently see occurring
on the property. The response was dogs barking, night time activity, four wheel
drive vehicles. He noted that if this was a City park, it would be monitored by the
Police Department. Most of the neighbors were in favor of the aesthetics
improvement of the property with the exception of the paved pathway and the
benches.

Cathy Sanford, 1624 Fernside Street, stated she bought her house because of
the easement and that she would have to put up a fence for privacy and was
opposed to it.

Chairperson Morton stated that 45 people were in favor of the proposal and
suggested working with SFWD to clean up the site every quarter and
incorporating into the City's annual clean-up day.

Dorothy Justen, 1572 Alameda, spoke about the letter she sent to
Superintendent Hover in opposition to the project; she would be in favor of a
clean-up.

Commissioner Slusser suggested having the group work with City staff, the Pride
and Beautification Committee and SFWD on this project. He felt that the
neighbors have common ground and they need to talk to one another to see how
they can come together. Commissioner Slusser volunteered to assist the group
with this proposal. The group asked what their code enforcement rights were
and Superintendent Hover agreed to contact Code Enforcement to get more
information.

ITEM 2 - POLICY REVIEW FOR REMOVAL OF EUCALYPTUS TREES

Superintendent Hover explained Gordon Mann's memo regarding policy review
for the removal of eucalyptus trees due to an outbreak of the Eucalyptus Lerp
Psyllid. As Mr. Mann's memo detailed, this recent outbreak is causing problems
with local eucalyptus trees and there is no treatment or known predator which
will eliminate the pest. Infestation results in heavy leaf drop with a sticky
honeydew secretion that is a nuisance and is difficult to clean. The trees lose
most of their leaves and then produce new leaves which in turn are infested. Mr.
Mann is looking for direction from the Commission regarding requests from
residents to remove these infested trees. The City has approved the removal of
all trees that have died from this infestation but there is some question regarding
removal of infested trees that have not died.
