Park & Recreation Commission
Minutes of October 27, 1999

Page 4

Superintendent Hover explained that many of the affected eucalyptus trees are
located on Redwood Shores Parkway and in City parks. Most of these trees are
dropping their sticky leaves into private property. One homeowner who backs up
to Redwood Shores Parkway has put in a request to have some of the trees
removed due to safety concerns for his family. Commissioner Slusser spoke
with this homeowner about the situation and felt that the trees are not that
aesthetically pleasing. He noted that he visited the site and there are about nine
remaining eucalyptus trees on Redwood Shores Parkway. Superintendent
Hover noted that the City ordinance does not allow of nuisance removal. He also
mentioned that any trees removed would be replaced with another more
appropriate tree.

M/S LaBerge/Slusser: To support Option #2 presented by Gordon Mann in
his memo dated October 14,1999.
Motion passed unanimously.

ITEM 3 - STULSAFT PARK UPDATE

Superintendent Hover reported that a letter from the consultant was received
with a request to proceed with the risk assessment of the project. He stated that
Engineer Chu Chang is meeting with the consultants and working on the
drawings of the park renovation project. Once the risk assessment is finished a
public hearing will be held.

ITEM 4 - REPORT FROM SUB-COMMITTEES

-Alcohol in Parks
Commissioner LaBerge reported that the sub..committee met with Chief Bolanos
who is opposed to allowing alcohol use in the parks by permit to private parties
but was supportive of allowing alcohol at City-sponsored events by approval of
the Director. Commissioner LaBerge stated the sub-committee is recommending
that the ordinance drafted by City Attorney should allow for alcohol use in City
parks by order of the Director on City-sponsored events with no glass
restrictions. Chairperson Morton thanked that sub-committee for their work and
suggested holding off on approving this item until the November meeting when
there will be more Commissioners in attendance. Vince Truscelli felt this could
be a discriminatory policy. Chairperson Morton asked if staff could check with
the City Attorney with Mr. Truscelli's comment.

-Goals and Objectives/Strategic Planning
Superintendent Hover reported that the next meeting of the committee will be on
November 17. Representatives from the Senior Affairs and Civic Cultu ral
Commission are also participating in the meetings.

ITEM 5 - PARK INSPECTION PROGRAM

The Commissioners received copies of the October~December 1999 Park
Inspection assignments in their packets.
