Park & Recreation Commission
Minutes of November 16, 1999

Page 2

before we meet with MIG, Inc.. Chairperson Morton invited any of the
Commissioners to attend the Thursday meeting since he will be out of town.

ITEM 3 - REPORT FROM SUB-COMMITTEES

.Alcohol in Parks
Superintendent Hover distributed a copy of a draft staff report to Council with the
recommendations including alcohol in the parks. The recommendation would
allow alcohol the parks only at City-sponsored events which have been approved
by the Director. Commissioner Slusser suggested having locked containers for
glass to reduce the potential for broken glass in the parks and to provide
community education.

MIS Davis/Joseph: To accept the sub-committee recommendation on
modifying the ordinance which would allow for alcohol in the parks upon
the discretion of the Director.
Motion passed unanimously.

.Goals and Objectives/Strategic Planning
Superintendent Hover reported the committee will be meeting tomorrow evening.
He handed out a draft schedule and reviewed it with the Commissioners; the
draft schedule included several public hearings in different geographic areas of
Redwood City in order to obtain as much input from the public. Chairperson
Morton thanked Commissioners LaBerge and Swope for their work on their
respective sub-committees. It was noted that the Alcohol in the Parks sub-
committee would be dissolved as of this evening since the project has been
completed.

ITEM 4 - PARK INSPECTION PROGRAM

Superintendent Hover asked the Commissioners about their progress on the
park inspection program and if they had any comments. He noted that he will be
attending the Redwood Shores Homeowners Association meeting to discuss the
problems we are having with geese in the Redwood Shores parks and ways to
help resolve the issue. He mentioned that several cities have hired a company
that uses dogs to scare away the geese from public parks. Commissioner
Slusser asked if this could be a violation of wildlife regulations. Deirdre Mitra
stated she was previously involved with the Sierra Club and suggested involving
the SPCA and other counties in our mitigation efforts. Superintendent Hover
noted that we are currently using a non-toxic application to help get rid of the
geese on our turf areas but it is really not that effective.

ITEM 5 - UPDATES

-School Fields Project
Superintendent Hover reported that the plans are 1000/0 complete and the
agreement has been signed by the School District and the City and we are
awaiting approval of the County. He noted that staff will be requesting additional
funding in our Capital Improvement Program to renovate the fields at Fair Oaks
School, Hoover Park and new fields at Canada College. He also spoke about
the possible combination of the renovation of Herkner Pool and the Senior
Center Annex due to their close proximity.
