Upland Road parking prohibitions <br /> <br />Report of City Manager and Director of Public <br />Works 7/8/82 <br /> <br />Director of Public Works Addiego referred to a transparency illustrating the <br />area and the proposed parking prohibitions. <br /> <br />City Manager Smith reported that Mr. Addiego has spent considerable time in <br />discussion with residents of the subject Upland Road neighborhood regarding <br />parking problems created by the Clinic. <br /> <br />Bradford McKane, Assistant Administrator, Redwood Medical Clinic, stated the <br />Clinic was not consulted on the parking problem although the neighbors <br />consider it the source of the problem. Mr. McKane reported that the Clinic <br />owns several of the houses on Upland, most of which are on the side of the <br />street proposed to have a 24-hour prohibition against parking. He suggested <br />there is discrimination against the Clinic 's tenants in the proposed solution <br />and urged that a 24-hour parking prohibition be placed on both sides of the <br />street. <br /> <br />Mr. Addiego reported that he personally gave Mr. McKane a copy of the report <br />sent to the City Council and that Traffic Engineer Gee has talked with <br />representatives of the Clinic also. Mr. Addiego said that the proposal is to <br />prohibit parking on the north side of the street at all times because <br />emergency vehicles would presumably be traveling on the right side of the <br />street in responding to calls in the area, the street being almost too narrow <br />to accommodate such vehicles if parking is allowed on both sides. <br /> <br />City Attorney Schricker advised that Councilman Rhodes will neither <br />participate in the discussion nor vote and has left the Council Chambers at <br />this time. <br /> <br />Dave Rusconi, 260 Upland Road, said he finds the proposed solution to the <br />parking problem sa tis fac tory. <br /> <br />Discussion continued and Mr. Addiego replied to questions concerning the <br />enforcement of the parking prohibition; the need for residents to assume <br />responsibility for their own parking; and! whether it might be possible to <br />allow parking on both sides of Upland Road during nonbusiness hours. <br /> <br />M/S: Biagi/Bury to accept the recommendation of the Director of Public Works <br />with regard to parking prohibitions on Upland Road, except that where there <br />are residences, the prohibition would be applicable during business hours only <br />and that no parking will be allowed at any time at the corners. <br /> <br />Carried unanimously by voice vote, Councilman Rhodes abstaining. <br />MINUTE ORDER NO. 82-122 <br /> <br />Resident, 242 Upland Road and Patricia Hurley. 238 Upland Road, were advised <br />that they live in the County and should direct their questions to the County <br />Planning Commission. <br /> <br />------------------------------------------------ ----------------------------------------------- <br /> <br />5.
