<br />David degl'Innocenti. 1556 Bernal, Burlingame, Sea Scouts, reported
<br />that his organization derives funds for support of the operations of the
<br />"Morris", former Coast Guard cutter, which provides youth with expe-
<br />rience at sea. He suggested that use of fireworks should be closely
<br />monitored rather than a ban .established.

<br />Florence Kinsey, 202 A Street, reported her unfavorable experiences
<br />involving noise, debris and fear of fire dur~ng the.Fourth of July
<br />holiday, urged that all fireworks be banned and that organizations raise
<br />funds in a manner which does not create problems for others.
<br />
<br />Rudolph Rohr, 579 King Street, American Legion, protested any ban on
<br />"safe and sane" fireworks, stating that adults should be responsible and
<br />regulate their use by children. Mr. Rohr said that the Legion would
<br />have to give up youth programs presently funded by the sale of fire-
<br />works, suggested that youth athletics programs are worthy, and reported
<br />earnings of about $4,000 annually.

<br />Morris Rudick, 659 Castle Hill Road, said he had been a member of an
<br />adult pyrotechnic team and reported on the loss of life and limb through
<br />use of fireworks of persons known to him. Mr. Rudnick said he would
<br />like to eliminate potential hazards to public health and safety and
<br />suggested service clubs and other organizations obtain funds without
<br />endangering others.

<br />Donald Fix, 101 Highland, San Carlos, suggested that if "safe and sane"
<br />fireworks are not available, illegal fireworks which create more harm
<br />will be used. Mr. Fix urged a "crackdown" on use of illegal fireworks
<br />and opposed any ban on use of the others.
<br />
<br />Vincent Maroon. 1505 Oxford, Boy Scout Troop 110, reported the only
<br />income for his troop of lower income family Boy Scouts is their annual
<br />sale of fireworks. Mr. Maroon suggested that the outings and expe-
<br />riences provided by the Troop are worthwile and justify allowing use of
<br />the "safe and sane" fireworks, stating that other endeavors have been
<br />attempted to raise funds, but they do not raise adequate funds.

<br />Jerry Kaplan. M. D., 184 Canyon Vista, Danville, Medical Director of the
<br />Burn Center at Alta Bates Hospital, former Scoutmaster, DeMo lay advisor
<br />and veteran, reported that he sees the results of the use of any kind of
<br />fireworks and favors a ban on all fireworks. Dr. Kaplan said that the
<br />pain and suffering of human beings who are victims of even minor burns
<br />are great, stating that statistics indicate that areas where all fire-
<br />works are banned have a much lower percentage of injuries, suggesting
<br />that use of "illegals" does not increase.

<br />Herbert Magee, 703 Whipple, DeMolay, reported the income derived from
<br />the sale of fireworks supports his worthwhile youth activity and recom-
<br />mended better education in the use of "safe and sane" fireworks and more
<br />enforcement of law against use of the "illegals".

<br />Andrew McGuire, 619 34th Avenue, San Francisco, representing Mallory
<br />Hondor, Head Nurse of the Burn Center at San Francisco General Hospital,
<br />opposed allowing any fireworks, noting that all involve use of matches
<br />which are dangerous when handled by children or improperly. Mr. McGuire
<br />said that potential injuries warrant a ban on use of all fireworks and
<br />suggested it is impossible to justify sales of implements of burns,
<br />recommending that charitable groups should attempt to find sources of
<br />income elsewhere.
<br />
<br />Marty Froomin, 1327 Halibut Street, Foster City, Master Counselor,
<br />DeMolay, reported that his organization has some other sources of
<br />income, but all of the funds are needed. He said that a ban would
<br />encourage young people to use fireworks and recommended strict
<br />enforcement of the ban on "illegals".
