<br />PUBLIC HEARINGS (continued) <br /> <br />Item No.3 (continued) <br /> <br />Jim Bewley, Manager, SBSA, referred to material provided to Council <br />relating to operation of the system, its longevity, expansion planning <br />and operating experience. <br /> <br />Discussion followed and Mr. Smith, Mr. Bewley and Mr. Addiego replied to <br />questions and commented concerning the fact that the proposed sewer rate <br />does not include future construction but is for operations; that the only <br />reserve is for operating; that phased increases were oot possible since <br />it is unlawful to make a charge when the service was not available; the <br />enthusiasum of Bay Area residents for the clean-up of the bay which is <br />part of the cost; the fact that the only way rates can be reduced would <br />be a subsidy from the general fund; the fact that operating costs are the <br />same for all participants; the fact that collection costs within cities <br />vary depending upon the age of the system and whether or oot pumps are <br />required; and the fac t that other member agencies have adopted the new <br />sewer rates. <br /> <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br /> <br />MIS: BiagilMosher to close the public hearing. <br />Carried unanimously and public hearing closed at 10: 10 p.m. <br /> <br />In response to questions, Mr. Addiego reported how industrial usage is <br />determined, and Mr. Bewley advised that "lifeline" rates are specifically <br />prohibited by the Act. <br /> <br />RESOLUTION AMENDING PARAGRAPH 3 OF <br />RESOLUTION NO. 7529 RELATING TO SANITARY <br />SEWERAGE CHARGES <br /> <br />Title read. Bond Authorizations - General Improvement <br />District No. 1-64 <br />(per Council direction 7/19/82) <br /> <br />Report of City Attorney 7/13/82 <br />Reports of GID No. 1-64 Advisory Committee <br />8/3 and 8/23/82 <br /> <br />Ron MacQuarrie, Chairman, GID No. 1-64 Advisory Committee, 558 Keelson <br />Circle, referred to his Committee reports and to the recommendations <br />contained in the report of August 23 distributed this evening. Mr. <br />MacQuarrie read the report and commented upon its contents. <br /> <br />In response to question regarding the $14 million recommended for <br />"Unspecified emergency requirements", Mr. MacQuarrie said that the <br />reference is to Redwood Peninsula only. <br /> <br />Jack Murray, 568 Seahorse Lane, President, Redwood Shores Homeowners <br />Association (RSHA) said that while Council has stated that it is not <br />their intention to use the bond authorization (see Minute Order (181-86), <br />he would prefer to have the entire authorization eliminated. Mr. Murray <br />suggested that funds from other agencies liQuId probably become available <br />in the event of emergencies. <br /> <br />Discussion followed and in response to question, City Manager Smith <br />stated that there is potential for seismic damage to levees, etc. in <br />Redwood Shores, and it might be irresponsible to eliminate what might be <br />necessary to solve problems quickly.
