J '/ REPORTS OF CITY MANAGER (continued) Item No.4 (continued) Don Warren, Redwood Shores, Inc. and South Shores, Inc., 350 Marine World Parkway, suggested that Redwood Shores is a very well-planned development with private investment exceeding $100 million. He noted that the environment has to be desirable to attract any additional investment, pointing out that no investment occurred until bonds were issued in 1978 for needed public facilities and the infusion of private capital followed. Mr. Warren said that he supports the facilities fee program already adopted, but believes it would be fiscally irresponsible to abandon a mechanism to fund improvements, if the fee program fails. Mr. Warren suggested that the Advisory Committee has made a responsible recommendation and urged Council to adopt it. . Thetis Pappas, 587 Seahorse Lane, coomended Redwood Shores, Inc. for the quality of their development and stated residents need help in the future because of high taxes. John Murphy, 421 Luff Lane, suggested an ordinance is required to adopt the Committee recommendation. Mr. Smith advised that the matter is before Council tonight for preliminary considera tion and the expec ta tion is that appropriate documents will be provided at a future hearing. M/S: Biagi/Bury to accept the report of GID No. 1-64 Advisory Committee and to ask the City Attorney and other staff œmbers to review the recommendations and return to Council with a report; and that the Coomittee be requested to provide information as to how they arrived at the figures in their recoomendations. Vice Mayor Britschgi stated for the record that he would like to have the staff report returned to Council as soon as possible. Carried unanimously by voice vote.
