Kelly, 181 Second Avenue, San Mateo, counsel for Browning Ferris Industries (BFI) stated BFI is in agreement with the recommendation of Price Waterhouse for a 17% increase in residential and commercial refuse collection rates, effective October 1, 1982 in accordance with the terms of the City's agreement. Lino Valbosa, Operations Manager, BFI, replied to questions relating to differences in cost of curbside and backyard service, the services offered by other cities served by BFI and the areas of increased cost which affect the cost of operation, including recent establishment of stricter regulations relating to disposal sites. Proposed abandonment of walkway - Farm Hill Boulevard Report of City Manager and Director of Public Works 9/20/82 (See also City Council Minutes for 7/12/82) Director of Public Works Addiego referred to an overhead projection and commented and replied to questions relating to notification of neighbors who mignt be affected by abandonment of the subject walkway and the conditions recommended by staff to be required of the four owners of property adjacent to the walkway who have requested abandonment, if Council should decide to do so. Discussion followed concerning the disposition of the walkway property; the cost to adjacent property owners to meet staff recommendations, if the walkway is abandoned; and whether there is any benefit to general taxpayers or other proper charge which might cause the City to absorb some of the cost. Edward Nordness, 3747 Country Club Drive, one of the applicants for abandon- ment of the walkway, said that the property owners adjacent to the walkway are in agreement with the staff recommendations regarding fencing and landscaping, but that they believe the City should absorb the estimated $800 cost of removal of the street light, stating that the light is not operating now.
