<br />Josie Pereles, 2600 Middlefield Road, Parents Advisory Council, read a <br />letter dated October 22, 1982 to the City Council stating that State <br />Supervisor Wheeler, who is in charge of issuing the nursery school licenses, <br />has advised that the State will allow six months for presentation of a <br />nursery school playground plan which meets State requirements. Mrs. Pereles <br />urged that the City.s $30,000 (Community Development Block Grant Funds) <br />allocated for the playground be used to improve it so that State require- <br />ments can be met and the license retained. <br /> <br />~- <br /> <br />Human Services Coordinator Irizarry replied to questions and commented con- <br />cerning the City's experience with State licensing consultants with regard <br />to license requirements, noting safety precautions have been the principal <br />concern, rather than renovation of the playground. Mr. Irizarry observed <br />that the CDGB funds were allocated for 1981 but have not been used, because <br />it has not been possible to obtain written acceptance of the City.s plan <br />from the State, and that City experience in such matters suggests no action <br />should be taken without it. He said that costs are expected to greatly <br />exceed the available funds so a phased plan is expected to go out to bid in <br />late November, but community help is essential to meet needs. <br /> <br />Carol MacAuliffe, 556 4th Avenue, a parent, asked that the $30,000 alloca- <br />tion be used to meet licensing requirements before the six month period <br />elapses. <br /> <br />Discussion followed and Mr. Irizarry commented and replied to questions con- <br />cerning the varying opinions of different State consultants; the discussion <br />and review of plans which meet requirements which have already taken place; <br />the individual reports on aspects of the Center to State consultants <br />requiring their follow up and creating delays; the, oral opinion of Norm <br />Herren, head of State licensing, that the plans meet State approval <br />requirements; the revocation of license procedure; the lack of admini- <br />strative leadership in the Peninsula Youth Center (PYC) and the fact that a <br />new director is now being recruited; and the role the City might play in <br />assisting the nonprofit organization. <br /> <br />Rebecca Lopez, 60 Dexter, said she is aware the child care center is not a <br />City program, but that help is needed and the parents are willing to donate <br />time. Mrs. Lopez reported on the replies to her questions to one of the <br />State consultants on his report. <br /> <br />City Manager Smith explained that the facilities are City property and the <br />Center is privately operated. Mr. Smith said that the City requires a <br />letter from the appropriate State licensing official stating that the City <br />plan is approved so that the State cannot make changes after the plan is <br />implemented as has occurred in the past. When the letter is received, the <br />City can proceed. <br /> <br />There being no objection, Mayor Stangel accepted the offer of Councilman <br />Mosher to work with the parents group and the City Manager to attempt to <br />resolve the licensing problem and proceed with needed improvements at the <br />Center.
