<br />WRITTEN COMMUNICATIONS <br /> <br />10. Request of Raymond J. Pflug and other residents of <br />Laurel Way to address City Council re RESOLUTION NO. <br />9102, adopted 4/26/82 re public improvements <br /> <br />Raymond Pflug indicated he had just arrived and would like to address the <br />Council on item 10. (see above) <br /> <br />Raymond Pflug, 3767 Laurel Way~ distributed sketches of the area, and the <br />overhead projection of the area was displayed. He expressed his concerns <br />about traffic and parking problems which may develop~ because of <br />construction of a single-family residence at 3733 Laurel Way where the <br />property owner is required to pave a section of the street. Mr. Pflug <br />suggested the additional paving will encourage use of the street and <br />hazards will be created if other property owners are permitted to build on <br />their lots also. <br /> <br />Discussion followed and Director of Public Works Addiego described the <br />requirements relating to construction of public improvements by the <br />property owner planning to build a residence at 3733 Laurel Way; the <br />inquiries of the adjacent property owner regarding requirements related to <br />his property; the attempt to develop an assessment district to provide <br />needed improvements at the time the area was annexed to the City; and the <br />fact the assessment district did not proceed at that time because some <br />residents objected to the cost. <br /> <br />Jane Pflug, 3767 Laurel Way~ commented regarding the assessment district <br />proposed earlier, suggesting the road will now be paved on a piecemeal <br />basis, if property owners are permitted to build on their lots. <br /> <br />Discussion continued and Mr. Addiego~ City Manager Smith, City Attorney <br />Schricker, Planning Director Schroeter and Mr. and Mrs. Pflug commented <br />and replied to questions regarding the high cost of providing public <br />improvements in the steep hillside area; the attempt to establish an <br />assessment district to provide needed street improvements; paving <br />requirements; the fact that Code requirements will be met; and the lack of <br />discretion of city officials when all requirements of State and local law <br />are met by property owners. <br /> <br />Betty Johnson~ 3713 Laurel~ reported that ~he did not receive a reply to <br />her letter to Council last April when RESOLUTION NO. 9102 was adopted. <br /> <br />M/S: Britschgi/Claire to affirm the actions of City staff in handling the <br />requirements for public improvements relating to the property at 3733 <br />Laurel Way. <br /> <br />Carried by roll call vote as follows: <br /> <br />Ayes: <br /> <br />Biagi~ Britschgi, Bury~ Claire, Mosher and Mayor Stangel <br /> <br />Noes: <br /> <br />Rhodes <br /> <br />MINUTE ORDER NO. 82-185 <br /> <br />ADJOURNMENT <br /> <br />Upon motion duly made, seconded and carried~ the City Council adjourned at <br />8:55 p.m. <br /> <br />JACQUELINE C.
