<br />Lengthy discussion followed and Planning Director Schroeter replied to <br />questions relating to the significance of an application for use permit to <br />conditions specified in the permit; the possibility of misunderstanding <br />and need for clarification; the use permit conditions stated in Minute <br />Order #77-262 concerning physical facilities; the possibility of per- <br />mitting construction of a high fence containing soundproofing materials to <br />reduce the noise; the reduction of daylight to homes such a fence might <br />create; the fact that a nursery school representative may have obtained <br />incorrect information regarding conditions of the use permit from the <br />Planning Department; and the quality of the school itself. <br /> <br />M/S: Biagi/Mosher (Councilman Mosher stated that she seconded the motion <br />for the purpose of discussing it.) <br /> <br />to uphold the appeal of the Open Gate Nursery at the Unitarian Fellowship <br />Church~ 2124 Brewster Avenue, with the addition of a fourth condition to <br />the Use Permit that the hours of operation of the nursery school may be <br />from 9:00 - 11:30 a.m., Monday through Friday and Thursday afternoon with <br />outside play limited to the hours of 10:00 -011:30 a.m. daily. <br /> <br />Discussion continued and Pat Fieguth stated that if the summer school were <br />allowed to continue, she would agree that only nursery school age children <br />would be allowed to play outside. Ms. Fieguth requested that if the <br />school is to be restricted to 1~ hours of outside play during the 2~ hour <br />class, that nursery school staff be permitted to select one or two periods <br />totaling 1~ hours when children may play outdoors. <br /> <br />AMENDMENT: Rhodes/Stangel (Mayor Stangel relinquished the chair to Vice <br />Mayor Britschgi for the purpose of seconding the motion on the amendment.) <br />that the nursery school staff be allowed to determine the use of the 1~ <br />hours of outdoor time according to what they believe is in the best <br />interests of the children. <br /> <br />The amendment failed on the fo 11 owi ng roll call vote: <br />Ayes: Councilman Rhodes and Mayor Stange 1 <br />Noes: Councilmen Biagi, Bury, Claire, Mosher and Vice Mayor Britschgi <br /> <br />ADDITION TO MOTION: Councilman Biagi, with the consent of his second, <br />added to his motion that a summer school program may be conducted on the <br />same days and at the same hours from mid-June through the end of July; <br />and, further, that it is understood that there is to be no nursery school <br />session during August and that the nursery school sessions otherwise <br />coincide with the Redwood City elementary school year sessions. <br /> <br />The motion carried on the following roll call vote: <br /> <br />Ayes: <br /> <br />Councilmen Biagi, Claire~ Rhodes and Mayor Stangel <br /> <br />Noes: <br /> <br />Councilmen Bury~ Mosher and Vice Mayor Britschgi <br />.
