<br />James Hansen, 173 Lowell, referred to his letter of November 8 and stated <br />he has lived at that address since 1941 and has had no problems with noise <br />from sunday services when the previous church and its present successor <br />moved there, but that noise and parking from other activities~ including <br />the nursery school, and use of the property for night meetings, have <br />created an intolerable situation, especially for those who must work a <br />midnight shift and sleep during the day. Mr. Hansen asked that Council <br />restrict the Use Permit to the original understanding that the school <br />would operate three days a week with no summer school and meanwhile the <br />operators should attempt to find a more suitable location. Mr. Hansen <br />commented and replied to questions relating to other neighborhood noise, <br />his work hours, and the lack of response to his complaints about the <br />church. <br /> <br />Mrs. John Vreeburg, 2120 Brewster Avenue, offered to reply to questions <br />and stated in response that as often as possible she tries to be away from <br />home during nursery school hours and that she had found objects in her <br />driveway from the school. <br /> <br />Marcel Caseneve, 181 Lowell, 36 year resident of the City, referred to his <br />letter of November 9, and read the statements of Pat Fieguth, the former <br />minister, the Reverend Dencker, and Norman Shapiro of the Sequoia Adult <br />School given as testimony at the Use Permit Hearing held in 1977 relating <br />to days and hours of operation of the school. Mr. Caseneve urged Council <br />to deny the appeal and direct the nursery school operators to comply with <br />the original conditions as understood to be in the Use Permit according to <br />the application. Mr. Caseneve commented and replied to questions <br />regarding his record of cooperation with the church and his expectations <br />as a resident of an R-l District. <br /> <br />Mrs. Marcella Casenave, 181 Lowell, played a tape recording of the nursery <br />school playground activity as recorded in her kitchen and bathroom to <br />illustrate the level of noise to which neighbors are subjected. In <br />response to question from City Attorney Schricker, Mrs. Casenave said <br />that the recorder was placed on her kitchen and bathroom counters a few <br />feet from the windows and recorded and played at medium levels. <br /> <br />Discussion continud and Ms. Fieguth commented and replied to questions <br />regarding the understanding of the school operators; the number of <br />children in each program; the level of adult supervision; and the purpose <br />of the program. <br /> <br />William Bucholz, 1935 Alameda de las Pulgas, architect, and member of the <br />Unitarian Fellowship, asked that the nursery be allowed to continue the <br />added classes and that the Use Permit be unrestricted. Mr. Bucholz <br />suggested that sound proofing alternatives might exist which could have <br />the effect of reducing noise to neighbors. <br /> <br />Karen Hansen, 173 Lowell, stated that an unrestricted Use Permit should <br />not be granted simply because the program is now in existence. Mrs. <br />Hansen noted that the Director of the school has stated that growth of <br />their nursery program since the original application was made has been <br />dictated by their needs.
