<br />Mayor Stangel declared the public hearing open at 7:44 p.m. <br />Affidavit of Mailing of Notice is on file. <br /> <br />Pat Fieguth, Director of the Open Gate Nursery School, said she would <br />present five speakers on behalf of the subject appeal. <br /> <br />Rev. Dr. Virginia Knowles, 3362 Brittan, San Carlos, Minister, Unitarian <br />Fellowship Church, 2124 Brewster Avenue, described efforts to cooperate <br />with adjacent neighbors with regard to noise and parking without <br />curtailing activities in the church building. Dr. Knowles noted that <br />child care is a significant part of the community program. She commented <br />and replied to questions regarding evening use of the building by <br />organizations, her tenure and hours of regular services. <br /> <br />Hal Roach, 1760 Channing Way, Palo Alto~ President of the Board of <br />Trustees of the Unitarian Fellowship, reported that everyone using the <br />church has been asked to be considerate of the neighbors; that the nursery <br />is a community service; and asked support of the subject appeal. <br /> <br />Cuba Miller, Acting Director, Sequoia District Adult School~ referred to <br />her letter of November 11 and that of Merle D. Fruehling~ District <br />Superintendent, of November 10~ urging support of the subject appeal. <br />~iss Miller summarized the content of the letters, stating that the added <br />nursery school program on Tuesdays and Thursdays has the same goal as the <br />original three-day program, but is not sponsored because of lack of funds, <br />stating that partial funding would be offered for all five days, if <br />necessary. Miss Miller stated that she does not believe the Use Permit is <br />restricted by the statements relating to hours made in the application for <br />it, and urged support of the appeal. <br /> <br />Maria Larrenega, 50 Hudson Street, President, Open Gate Nursery School, <br />reported that parents of nursery school children are reminded of rules <br />regarding noise and parking and the need for cooperation with the neigh- <br />bors. Mrs. Larrenega asked for support of the appeal. She replied to <br />questions regarding the introduction of a Thursday toddler program leading <br />to the addition of a Tuesday and Thursday program, observing that demand <br />is great. <br /> <br />Pat Fieguth (see above) described the programs and acknowledged that the <br />letter of application for Use Permit in 1977 stated the school operated <br />-only three mornings a week with no summer school, but understood it was <br />the Permit and not the application which affected use of the property, <br />and she was describing the operation as it existed. She noted that a <br />Planning Department reply to a call was that the conditions of the Use <br />Permit were applicable. Ms. Fieguth commented and replied to questions <br />regarding nursery school programs for various preschool age children, and, <br />in response to request, described her credentials. <br /> <br />John Vreeburg, 2120 Brewster Avenue, neighbor adjacent to church property, <br />referred to his letter of November 9 and described several incidents <br />involving noise and parking; suggested that consideration should be given <br />to the residents of the R-1 (single-family) District who have made their <br />homes in the area before the commencement of the nursery school program, <br />and observed that the church property is too small and no on-site parking <br />is available. Mr. Vreeburg reported he understood the hours of operation <br />of the nursery school were limited to those stated in the application and <br />in testimony at the 1977 public hearing.
