Mayor Stangel declared the public hearing open at 7:44 p.m. Affidavit of Mailing of Notice is on file. Pat Fieguth, Director of the Open Gate Nursery School, said she would present five speakers on behalf of the subject appeal. Rev. Dr. Virginia Knowles, 3362 Brittan, San Carlos, Minister, Unitarian Fellowship Church, 2124 Brewster Avenue, described efforts to cooperate with adjacent neighbors with regard to noise and parking without curtailing activities in the church building. Dr. Knowles noted that child care is a significant part of the community program. She commented and replied to questions regarding evening use of the building by organizations, her tenure and hours of regular services. Hal Roach, 1760 Channing Way, Palo Alto~ President of the Board of Trustees of the Unitarian Fellowship, reported that everyone using the church has been asked to be considerate of the neighbors; that the nursery is a community service; and asked support of the subject appeal. Cuba Miller, Acting Director, Sequoia District Adult School~ referred to her letter of November 11 and that of Merle D. Fruehling~ District Superintendent, of November 10~ urging support of the subject appeal. ~iss Miller summarized the content of the letters, stating that the added nursery school program on Tuesdays and Thursdays has the same goal as the original three-day program, but is not sponsored because of lack of funds, stating that partial funding would be offered for all five days, if necessary. Miss Miller stated that she does not believe the Use Permit is restricted by the statements relating to hours made in the application for it, and urged support of the appeal. Maria Larrenega, 50 Hudson Street, President, Open Gate Nursery School, reported that parents of nursery school children are reminded of rules regarding noise and parking and the need for cooperation with the neigh- bors. Mrs. Larrenega asked for support of the appeal. She replied to questions regarding the introduction of a Thursday toddler program leading to the addition of a Tuesday and Thursday program, observing that demand is great. Pat Fieguth (see above) described the programs and acknowledged that the letter of application for Use Permit in 1977 stated the school operated -only three mornings a week with no summer school, but understood it was the Permit and not the application which affected use of the property, and she was describing the operation as it existed. She noted that a Planning Department reply to a call was that the conditions of the Use Permit were applicable. Ms. Fieguth commented and replied to questions regarding nursery school programs for various preschool age children, and, in response to request, described her credentials. John Vreeburg, 2120 Brewster Avenue, neighbor adjacent to church property, referred to his letter of November 9 and described several incidents involving noise and parking; suggested that consideration should be given to the residents of the R-1 (single-family) District who have made their homes in the area before the commencement of the nursery school program, and observed that the church property is too small and no on-site parking is available. Mr. Vreeburg reported he understood the hours of operation of the nursery school were limited to those stated in the application and in testimony at the 1977 public hearing. He stated that the replacement platform is larger than the previous one, creating more noise and that the addition of the Tuesday and Thursday programs and the summer school have made the situation worse, especially when his son held a nighttime summer job and tried to sleep duri,ng the day.
