.

.

. ....

Mayor Claire said the city's greatest negotiating tool with the 4gers
was that their exclusivity clause runs out on December 31, 1987. In
light of the team's favorable playoff position, the 4ger organization
will undoubtedly prefer an extension on that clause.

Councilman LaBerge said the response from the 4gers (which is the
Youngstown group) has been underwhelming and that yes, action would
have to be taken in the next 45 days.

Councilman Britschgi suggested the youth sports committee embark a
letter writing campaign to 4gers. Mr. Davis said that was certainly
possible as the parents to all the children involved in these
programs were very willing to help. Councilman Britschgi and LaBerge
also suggested a committee of all interested parties be created to
come up with alternatives and solutions. Mayor Claire and Chairman
Buchan will appoint the committee.

Councilman Bury said staff will be asked to do a structural analysis
on both the 4ger facility and the Police Youth Club to identify
improvements necessary to bring the buildings up to code.

.

ITEM 2 - PARK AND RECREATION/CITYWIDE BROCHURE

Commissioner Swope said she believed the publication should have one
person overseeing it. As she understood, the articles and
information the Council has been including was to be reviewed and
evaluated after one year and that year would be up in January.
Councilman LaBerge said yes they would in fact evaluate the
effectiveness and timeliness of the quarterly publication.

ITEM 3 - RED MORTON CENTER

Commissioners Howard and Weiss reported on the hazardous condition of
Red Morton Center citing numerous examples. Everyone agreed the
facility was in poor shape, however, Mayor Claire said it would take
an awful lot of homework to convince the voters to pass a bond issue
to include a $3 million recreation center. He would like specific
needs, programs, availability, number of participants, etc.
delineated for review. He felt there were possibly other available
facilities which could be explored. Commissioner Mortensen asked
about the possibility of purchasing the National Guard Armory site.
Director Griffiths replied that just last week the department had
received notice that the state was evaluating their numerous sites.

Roundtable

. ~

Commissioner Swope asked the Council what direction the Quality of
Working Life program would take in the future. City Manager Smith
explained the program was designed to encourage participatory
management, and would continue for at least another year.

Councilman Britschgi requested signs be installed at the parks in
Redwood Shores.

The meeting adjourned at 10:00 p.m. to ,be reconvened December 9, 1987
at 7:30 p.m. in the Community Activities Building, 1400 Roosevelt
Avenue, Redwood City, California.

If/eca.PRC.l1.10
