".

,J:

parking lot might occur. The next concern expressed by -Mr. Cheetam
was the overall increased traffic. He also said that he wanted to
make sure the drainage was installed properly in the new fields.
Chairman Swope asked if a chain was to be put up at the parking lot
entrance at 10:00 p.m. each night, if he thought that would work.
Mr. Cheetam did not feel that was a solution to the potential
problem.

Laverne Atherly, 515 Cringle Drive, also opposed the parking lot.
He felt it would further attract "partiers" and encourage
congregating and questioned the need for additional parking citing
there was currently on-street parking. He suggested on-street
cut-outs versus a parking lot. Mr. Atherly did say he was in favor
of tennis courts with a backboard and to move the basketball court
closer to the waterway.

Ms. Atherly said the tennis nets at Marlin Park should be replaced.
Staff will look into this matter since it was understood it had
recently been done.

Councilwoman Buchan suggested that the residents who were concerned
about the traffic and speeding issues on Cringle should attend a
Traffic Committee meeting.

Jan and Gary Seals, 512 Cringle Drive, also were opposed to the
parking lots. Ms. Seals felt three ballfields were too many and
many more participants would be in the park. To date there has been
no league play at Marlin Park and she thought that with three new
fields this would eventually happen. Commissioner Mortensen
explained that because of the configuration of the acreage and the
nature of seasonal sports that only soccer could occur in the winter
months and softball in the summer months, not simultaneously. Mr.
Mortensen also mentioned that no lights were planned for this
field.

Ms. Seals said the par course at Marlin was in dire need of repairs.
Staff advised that the department was aware of this and currently
the repairs were being assessed.

ITEM 2 - REPORT ON USE OF 49ER FIELD

Mr. Allan Rollins of the Senors Softball League explained the Senors
needed an exclusive field for year round use. He asked the
Commission to consider allowing the Senors to use McGarvey Field if
not the astroturf. The Commission reviewed a report that Recreation
Supervisor Bill Wooten had written regarding his concerns
(liability, dimensions, protection, need and cost) on allowing the
Senors to use the synthetic astroturf. The Commission decided that
because of the condition contained within the motion at last month's
meeting that the Senors interim use afford no cost to the city,
their request was no longer viable due to the significant costs
involved.

Chairman Swope also expressed concern that over 60% of the Senors
eight (8) team rosters were non-resident. The Commission requested
