<br />" <br /> <br /> <br />iI. <br /> <br />ITEM 3 - CPRS CONFERENCE <br /> <br />Chairman Swope and Commissioner Slusser will attend the California <br />Park and Recreation Society conference in Sacramento on March 9 - <br />12. <br /> <br />ITEM 4 - DICKEY STREET <br /> <br />Director Griffiths reported that the Traffic Division is having the <br />"No Parking" signs made up. The Traffic Engineer is also working up <br />a cost estimate for the possible future lighting. <br /> <br />ITEM 5 - COMMUNITY CENTER BOND ISSUE <br /> <br />Assistant City Manager Bob Jean explained the city's financial <br />picture noting we have the ability to make moderate increases in <br />staff to keep up with the population. He said property taxes were <br />increasing at 8 - 9%, while the rest of the city's revenues were <br />increasing at 2%. Accordingly, what are the community needs beyond <br />our financial ability? The City Manager's office felt the answer is <br />1) Red Morton Center 2) Redwood Shores Community Center 3) 5th <br />Avenue Storm Drain. He said if the Council, Boards, and Commissions <br />concurred we could formally go to Council the end of January. He <br />stressed that no decision had been made although he felt the bond <br />was "doable" and wished the Commission to consider the idea tonight. <br />The total bond to be considered is approximately $13 million which <br />will equate to a $60 property tax increase per year per household on <br />an average home value of $200,000. <br /> <br />Chairman Swope asked if there were any current bond obligations. <br />Mr. Jean said no, not of this type. - <br /> <br />Director Griffiths discussed the mechanics involved in launching a <br />bond issue campaign. He referred to a "what if" chart that Mr. <br />Jean, Ruben Barrales (Neighborhood Boards) and himself had <br />developed. Many projects are currently or planned to take place <br />over the next 10 months that may positively or negatively influence <br />voters. A 2/3 voter approval is needed for the bond to pass. <br /> <br />Discussion ensued as to the need of all three (3) projects. <br />Commissioner Slusser said that the Shores had become a very <br />polarized community and that each of the homeowners' associations <br />had their own recreation facilities. Commissioner Mortensen <br />questioned the need for a Shores Community Center. <br /> <br />Commissioner Nordness thought the square footage proposed for Red <br />Morton Center should be increased. <br /> <br />Chairman Swope took a poll as to how each Commissioner felt about <br />each project: <br /> <br />- """""',-~,-,"""OL",...,--.....,...,.,.",.",--- <br />
