III . DEFINITIONS: <br /> A. Business means trades, occupations , professions, and services of <br /> all and every kind of calling whether or not carried on for <br /> profit, including but not limited to, retailing, wholesaling, <br /> manufacturing, sevice purveying, warehousing, personal and real <br /> property rentals . <br /> B. Full time equivalent employee means the average number of <br /> persons employed by the business daily for one year, determined <br /> by ascertaining the total number of hours of service performed <br /> by all employees in Redwood City during the previous year and <br /> dividing the total number of hours of service thus obtained by <br /> the number of hours of service constituting a year' s work of one <br /> full time employee according to the custom or laws governing <br /> such employment, and adding to the result thereof the number of <br /> owners, partners, or other principals, salespersons or agents <br /> employed, irrespective of the number of hours of service <br /> provided by such employees. "Hours of service" as used in this <br /> definition shall include all paid holidays, sick leave, <br /> vacations, and any other days for which compensation is paid, <br /> irrespective of whether work is performed therefor. <br /> IV. TIME AND MANNER OF COLLECTING ASSESSMENTS: <br /> A. When Assessments are Due and Payable <br /> All assessments are due and payable in lawful money of the <br /> United States of America as of July 1 , of each fiscal year and <br /> shall become delinquent thirty calendar days thereafter. <br /> B. Penalty for Delinquent Assessments <br /> To all delinquent assessments there shall be added a penalty of ten <br /> percent of the amount of the assessment due plus an additional ten <br /> percent for each month delinquent thereafter, providing that the <br /> amount of any penalty shall in no event exceed one hundred percent <br /> of the amount of the assessment due. <br /> C. Nontransferability <br /> No business assessment paid pursuant to this article shall be <br /> transferable between persons or businesses. <br /> D. Proration of Assessment <br /> No proration of any assessment due shall be made for any portion of <br /> the period for which an assessment is payable, except that for an <br /> assessment for a business which shall commence after December 31 of <br /> any year, the total assessment calculated shall be reduced by <br /> one-half. <br /> (3) 11751 <br />
