E. Collection of Assessments <br /> The amount of any assessment imposed by this article shall be deemed <br /> a debt to the City of Redwood City, and any person owing such <br /> assessment shall be liable in an action in the name of the City in <br /> any court of competent jurisdiction for the amount of the assessment <br /> and any penalties imposed under this article. <br /> F. Appeals <br /> Any business owner aggrieved by any decision of City Staff with <br /> respect to the assessment levied against their business may appeal <br /> such a decision to the City Council by filing a notice of appeal with <br /> the City Clerk within fifteen (15) days or such decision. The City <br /> Clerk shall fix a time and place for hearing such appeal , and the <br /> City Clerk shall give notice in writing to such person of the time <br /> and place of the hearing by personal service or by depositing it with <br /> the U.S. Postal Service, postage prepaid, at Redwood City, <br /> California, addressed to such person as the address appearing on said <br /> person' s last business license or application. The findings of the <br /> City Council shall be final and conclusive and shall be served upon <br /> the applicant in the manner prescribed above for service of the <br /> notice of the hearing . <br /> (4) 11751 <br />
