CITY/COUNTY ASSOCIATION OF GOVERNMENTS <br /> POLICY ON ADMINISTRATION OF AB 434 <br /> INTRODUCTION <br /> The purpose of this policy is to provide guidance and direction <br /> for the administration of AB 434 funds. <br /> AB 434 provides authority to the Bay Area Air Quality Management <br /> District (BAAQMD) to impose a $2. 00 surcharge fee on motor <br /> vehicles registered within the BAAQMD to become effective April <br /> 1, 1992 . This fee can be raised to $4 .00 effective October 1, <br /> 1992 , or thereafter by resolution of the BAAQMD. <br /> The fee is collected by the Department of Motor Vehicles and <br /> distributed to the Bay Area Air Quality Management District. <br /> The funds are then divided into two separate categories: 1) 60% <br /> is administered by BAAQMD, 2) 40% is reserved for the County <br /> Program Manager. <br /> AB 434 specifies seven types of transportation projects or <br /> programs. These projects are listed in the eligibility criteria <br /> section of this policy. Only public agencies are eligible to <br /> receive funding. <br /> To administer the program, the County Program Manager will be <br /> allowed to use the entire administrative budget allowed by law <br /> (5%) . Therefore any administrative cost incurred by a <br /> successful claimant will have to be financed by that claimant. <br /> PROGRAM OBJECTIVES <br /> The following objectives will be used by C/CAG in evaluating <br /> projects. The objectives are used to establish eligibility <br /> criteria and priorities. <br /> 1. Reduce air pollution from motor vehicles. <br /> 2. Fund the most effective transportation programs <br /> and projects that achieve emission reductions from <br /> motor vehicles, pursuant to the California Clean Air <br /> of 1988 and the Bay Area 1991 Clean Air Plan. <br /> 3 . Implement AB 434 funding as quickly, simply, and <br /> efficiently as possible within the constraints of the <br /> law. <br /> 4 . Be as equitable as possible while continuing to support <br /> other program objectives. <br /> -1- 11744 <br />
