Exhibit "A" <br /> HOUSING AND ECONOMIC DEVELOPMENT <br /> SPECIALIST I, II <br /> Definition <br /> To assist in the design and implementation of housing, economic development or <br /> redevelopment programs that will benefit the City; to assist property owners in <br /> acquiring loans and grants for financing home improvements; to process housing <br /> and commercial loans and grants; to manage specific redevelopment projects; <br /> and to do related work as required. <br /> Distinguishing Characteristics <br /> Housing/Economic Development Specialist I <br /> This is the entry level class in the Housing/ Economic Development Specialist <br /> series. This class is distinguished from the Housing/Economic Development <br /> Specialist II and III by the performance of the more routine tasks and duties <br /> assigned to positions within the series while gaining knowledge and abilities. <br /> Since this class is typically used as a training class, employees will have <br /> only limited or no directly related work experience. <br /> Housing/Economic Specialist II <br /> This is the journey level class within the Housing/Economic Development <br /> Specialist series. Employees within this class are distinguished from the <br /> Housing/Economic Development Specialist I by the performance of the' full range <br /> of duties as assigned. Employees at this level receive only occasional <br /> instruction or assistance as new or unusual situations arise and are fully <br /> aware of the operating procedures and policies of the work unit. Positions in <br /> this class are flexibly staffed and are normally filled by advancement from the <br /> lower class of Specialist 1, or, when filled from the outside, require prior <br /> housing, economic development, or real estate experience. Employees in this <br /> class are distinguished from the Housing/Economic Development Specialist III by <br /> the size and complexity of the projects for which thgy are responsible. <br /> Housing/Economic Development Specialist Its will be responsible for <br /> implementing residential and commercial loans and grants and will work with the <br /> Specialist III on more complex projects and negotiations. <br />
