<br />Ex h i bit 1\ A II <br /> <br />ADMINISTRATIVE POLICY <br /> <br />NUMBER <br />DATE EFFECTIVE <br /> <br />SUBJECT: EMERGENCY MANAGEMENT PLAN POLICY <br />1..0 PURPOSE, RESPONSES AND PRIORITIES <br /> <br />1..1 PURPOSE-The Redwood City Emergency Management Plan Policy <br />details the authority, responsibility and emergency organiza- <br />tional structure for declaring and managing an emergency or <br />disaster situation pursuant to State Law and City Code (see <br />Appendix). The Policy is promulgated under the authority of <br />the City Manager as the Director of Emergency Services. <br /> <br />1.2 SCOPE AND LEVELS OF RESPONSE-The Policy sets a multi-level <br />plan for determining the appropriate level of response, bring- <br />ing together City and community resources in coordination with <br />Federal, State and County authorities, for emergencies or <br />disasters such as: air pollution, fire, flood, storm, epidemic, <br />train or plane crash, riot, earthquake, landslide, tidal wave or <br />tidal surge, hazardous materials incident, nuclear or biological <br />accident, dam failure, wild land fire, or other conditions <br />resulting from war or threat to the safety of persons and <br />property within the City. The levels of response are: <br /> <br />LEVEL I - A minor to moderate incident wherein local <br />resources are adequate and available.. Mutual <br />aid may be requested. The City's response <br />will be through normal Department organization <br />and procedure. The Emergency Operations Center <br />will not be activated. A local emergency will not <br />be declared. <br /> <br />LEVEL II - A moderate to severe emergency wherein local <br />resources may not be adequate and mutual aid on a <br />regional or statewide basis may be required. The <br />City's response will be through a full or limited <br />activation of the Emergency Management Organiza- <br />tion under the Fire Chief as the Emergency <br />Operations Manager.. The Emergency Operations <br />Center may be fully or partially activated. A <br />Local Emergency will be declared by the City Council <br />or the Director of Emergency Services. <br /> <br />11402 <br />
