<br />P~E2 <br />Emergency Management <br />Plan folicy <br /> <br />LEVEL III - A major disaster or increasing severe emergency <br />situation wherein City resources are overwhelmed <br />and extensive regional, State and Federal resources <br />are required. The City will fully respond under <br />the Emergency Management Organization under the <br />command of the City Manager as Director of <br />Emergency Services. A Local Emergency will be <br />proclaimed and a State of Emergency and <br />Presidential Declaration of Emergency or Major <br />Disaster may be requested. <br /> <br />1.3 OBJECTIVES AND PRIORITIES-The Policy Objectives and emergency <br />priorities are:: <br /> <br />PEOPLE-protecting lives, sustaining and preserving human life, <br />with first priority given to the greatest number in the <br />greatest need with the greatest chances of survival, then to <br />relieve pain and suffering; <br /> <br />PROPERTY-saving property, giving priority considerations to <br />those properties and facilities essential for the preservation <br />and sustenance of human life and providing for the greatest <br />public safety, then to the longer term recovery of the <br />community, economy and personal property; <br /> <br />GOVERNMENT-preserving the continuity of government and the <br />City's direction and control of the emergency and eventual <br />return to normal life; <br /> <br />RESOURCES-providing for optimum management of essential <br />resources and coordination of regional, State and Federal <br />resources and agencies; restoring essential services and <br />systems; <br /> <br />PREPARATION-to pre-plan the City's responses in Pre-Emergency <br />Emergency and Recovery situations establishing Warning, <br />Communications, Command and Control contingencies. <br /> <br />2..0 CONTINUITY OF GOVERNMENT AND EMERGENCY MANAGEMENT ORGANIZATION <br /> <br />2.1 AUTHORITY AND FUNCTIONAL RESPONSIBILITY-As per City Code the <br />Mayor as Chairman of the Disaster Advisory Committee or the City <br />Manager as Director of Emergency Services are authorized to <br />declare a Local Emergency. The Fire Chief as Emergency <br />Operations Manager is authorized to activate the EMERGENCY <br />OPERATIONS CENTER and to request, or upon delegated authority, <br />to declare a Local Emergency.. The attached Emergency Organiza- <br />tion Chart and Matrix (see Appendix) shall be in effect for <br />level II or Level III emergencies and disasters.. <br /> <br />11402 <br />
