<br />PAGE 3 <br />Emergency Management <br />Plan Policy <br /> <br />2.2 SEAT OF GOVERNMENT-Upon determination of a Level II or Level III <br />emergency or disaster and declaration of a Local Emergency, the <br />seat of government shall be the Council room at the Emergency <br />Center. The Mayor shall call for an emergency session of the <br />City Council when deemed necessary. The City Clerk, or the <br />City Manager in the Clerk's absence shall provide for emergency <br />notices of public meetings, record-keeping procedures during the <br />emergency, and safe-keeping of essential City records. <br /> <br />2.3 EMERGENCY MANAGEMENT ORGANIZATION-As per the City's Emergency <br />Management Plan and POlicy, upon determination of a Level II or <br />Level III emergency or disaster, all City Departments and Employees <br />shall be fully or partially reorganized into the Emergency Manage- <br />ment Organization (see Chart and Matrix in Appendix). <br /> <br />2.3.1 CITY COUNCIL-The City Council shall continue as the governing <br />body of the City. Emergency Succession of Local Officials <br />shall be governed by Government Code Sections 8635-8643 <br />(see Appendix). Emergency Meetings of the Council may be <br />called by the Mayor as provided under State Law and City <br />Code (see Appendix). A quorum of the City Councilor standby <br />officers per State Law shall be required before any City <br />Council action. The City Council shall: <br /> <br />1.) Contact the City Manager's Office or City Hall, or <br />assemble at the Council Conference Room at the <br />Emergency Center when called by the Mayor or City <br />Manager, or, if unable to contact City Hall, report <br />report to the Emergency Center Council Cnference room; <br /> <br />2.) Receive ongoing briefing and status information from <br />the Emergency Officers of the City necessary to focus <br />on the emergency policy or legislative needs of the <br />CClllllllJ ni ty ; <br /> <br />3.) Acting through the Emergency Officers of the City, <br />maintain the continuity of government and assure <br />overall emergency responses; individual members of <br />Council do not have at!:ninistrative authority even in <br />an emergency and need to refrain from direct operational <br />involvement; <br /> <br />11402 <br /> <br />.., .,~ <br />
