<br />PAGE 4 <br />Emergency Management <br />Plan Policy <br /> <br />4.) The City council shall be responsible for: <br /> <br />. Officially declaring or ratifying a Local Emergency <br />by Resolution (see Appendix); <br />. Adopting Emergency Ordinances, Resolutions, <br />Declarations and Proclamations; <br />. Adopting Emergency Planning and Building Codes; <br />. Approving Emergency Purchases and Funding; <br />. Adopting Emergency Curfew; <br />. Approving Food, Fuel or other critical Resource <br />Rationing; <br />. Approving Emergency Abatements or Demolitions; <br />. Approving Restrictions or Limited Access; <br />. Assisting the Public Information Officer (P.I.O.) with <br />media and community information, and contacting the <br />P.I.O. prior to any press releases or media comment <br />during the emergency; <br />. Serving as liaisons with other public agencies, <br />community, business and governmental groups as requested <br />by the Mayor or Director of Emergency Services; and, <br />Serve as liaison to visiting dignitaries or public <br />officials as requested by the Mayor or Director. <br /> <br />5.) The Director of Emergency Services shall endeavor as soon <br />as possible to arrange for a field orientation tour for <br />for Council members and shall keep Council members <br />advised as to the general status of the situation and <br />operational response. <br /> <br />2..3.2 DISASTER ADVISORY COMMITTEE-The Disaster Advisory Committee, <br />advisory to the Mayor, Council and City Manager as Director <br />of Emergency Services, may be convened by the Mayor as <br />Chairman, the Council Liaison as Vice Chairman or the <br />Director of Emergency Services (see Appendix, City Code, <br />Chapter 10). <br /> <br />2..3..3 POLICY AND COMMAND SECTION-The overall priorities and <br />strategies for direction and control of the City.s emergency <br />response shall be the responsibility of and under the <br />authority of the Policy and Command Section: <br /> <br />. The City Manager as Director of Emergency Services <br />shall be the director and team leader of the Policy <br />and Command Section. <br /> <br />.. The Assistant City Manager shall be the City's Public <br />Information Officer, and, in the absence of the City <br />Manager shall be the Acting Director of Emergency <br />Services. <br /> <br />11402 <br />
