The Director of Community Development shall act as the Executive Officer of the Policy and Command Section, who shall establish the operations of the Section, and in the absence of the City Manager or Assistant City Manager, shall assume their duties and designate alternates as appropriate. . The Fire Chief, in the absence of the City Manager, Assistant City Manager, or Community Development Director, shall assume the duties as Acting Director of Emergency Services and shall designate such alternates as appropriate. In the absence of all of the above Officers, the most senior Department Head, then the most senior Deputy or Division Head, then the Acting Chief of Police shall assume the duties of the Director of Emergency Services. . The Department Heads or Deputies not otherwise assigned to Operations, Plans or Logistics Sections, shall report to the Policy and Command Section to monitor Departmental responses under the emergency reorganization and assist their Department Heads and to advise the City Manager as the Director of Emergency Services. 2.3.4 OPERATIONS SECTION-The Emergency Operations Center and the direct operations and control of City emergency personnel and resources shall be the responsibility of the Emergency Manager in the Operations Section. . Mutual Aid requests shall be made through the Opera- tions Section, unless specifically delegated to Logistics or requested for assistance from the Policy/ Conunand Section. .
