<br />PAGE 5 <br />Emergency Management <br />Plan Policy <br /> <br />. The Director of Community Development shall act as the <br />Executive Officer of the Policy and Command Section, <br />who shall establish the operations of the Section, and <br />in the absence of the City Manager or Assistant City <br />Manager, shall assume their duties and designate <br />alternates as appropriate. <br /> <br />. The Fire Chief, in the absence of the City Manager, <br />Assistant City Manager, or Community Development <br />Director, shall assume the duties as Acting Director <br />of Emergency Services and shall designate such <br />alternates as appropriate. In the absence of all of <br />the above Officers, the most senior Department Head, <br />then the most senior Deputy or Division Head, then <br />the Acting Chief of Police shall assume the duties <br />of the Director of Emergency Services. <br /> <br />. The Department Heads or Deputies not otherwise <br />assigned to Operations, Plans or Logistics Sections, <br />shall report to the Policy and Command Section to <br />monitor Departmental responses under the emergency <br />reorganization and assist their Department Heads and <br />to advise the City Manager as the Director of Emergency <br />Services. <br /> <br />2.3.4 OPERATIONS SECTION-The Emergency Operations Center and the <br />direct operations and control of City emergency personnel and <br />resources shall be the responsibility of the Emergency <br />Manager in the Operations Section. <br /> <br />. Mutual Aid requests shall be made through the Opera- <br />tions Section, unless specifically delegated to <br />Logistics or requested for assistance from the Policy/ <br />Conunand Section. <br /> <br />. The Fire Chief shall be the Emergency Manager, <br />Operations Chief and Section team leader of the Opera- <br />tions Section. The Deputy Section Chief and alternates <br />shall be per the attached Emergency Organization Chart <br />and Matrix (see Appendix). <br /> <br />. The Operations Section shall direct operational <br />control of all tactical field units assigned from all <br />City Departments, assuring a coordinated response <br />among City, community and other governmental agencies. <br /> <br />11 402 <br />
