Mike Wride read from the Sunset Western Garden book about <br />magnolia trees and th~ir invasive root systems. <br /> <br />M/S Truscelli/Slusser: To grant the heritage tree permit to Mr. Washington. <br />Motion amended by S.Swope to add "contingent on Mr. Washington <br />providing plans to renovate his yard to the Public Works Department". <br />Amended motion was approved by maker and seconder. <br />Motion passed. (Yes-6, No-1 Davis) <br /> <br />-Mike Wride, 127 Atherwood Avenue <br />Mr. Wride stated that he has applied for a heritage tree permit three times during <br />the past 2 % years he has lived at this address. He is requesting the permit to <br />remove two trees in his front yard and feels that the roots are causing major <br />damage to his property including his foundation, driveway and fence. Mr. Wride <br />passed out pictures of the trees and the damage caused by the roots. He spoke <br />about the root pruning procedures and costs. Bob Mullins reported that three <br />certified arborists looked at Mr. Wride's trees and all felt that the issues Mr. <br />Wride is concerned about could be corrected and still maintain the trees. Mr. <br />Mullins stated that these trees are each about 50 years old. <br /> <br />Mr. Wride confirmed that he will be replanting new trees if the existing trees were <br />approved for removal. Commissioner Davis noted that he visited the site and felt <br />that the cracks in the driveway were not caused by the trees, but instead due to <br />unstable soil below the driveway. Commissioner Swope felt that removal of the <br />tree could improve the aesthetics of the property. <br /> <br />M/S Truscelli/LaBerge: To grant the heritage tree permit to Mr. Wride with <br />the same conditions as granted to Mr. Washington. <br />Motion passed. (Yes-6, No-2 Davis, Joseph) <br /> <br />Commissioner Joseph stated she does not feel qualified nor comfortable in <br />deciding if a tree should be removed or not. Mr. Mullins explained that staff <br />struggles with this decision everyday and it is a balancing act. He mentioned <br />that City Council has mandated that we need to save as many trees as possible <br />and asked if there was anything Public Works Services staff can do to help the <br />Commission with their decision. Commissioner Slusser felt that as more trees <br />mature, this process will continue to happen more often and that we need to <br />preserve with re-forestation of our community. <br /> <br />ITEM 2 - ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON <br /> <br />Commissioner Swope nominated Don Davis as Chairperson of the Park and <br />Recreation Commission. No further nominations were made. Commissioner <br />LaBerge nominated Jeri Joseph as Vice Chairperson. No further nominations <br />were made. <br /> <br />M/S Morton/Swope: To accept"the slate as presented of Don Davis as <br />Chairperson and Jeri Joseph as Vice Chairperson of the Park and <br />Recreation Commission. <br />Motion passed unanimously. <br /> <br />Chairperson Morton turned the gavel over to newly elected Chairperson Davis. <br /> <br />. <br />
