Park & Recreation Commission
Minutes of April 26, 2000

Page 2

MIS SwopelTruscelli: To ask staff to move the windmill to a place of safety
while the Commission pursues a new location and restoration.

Chairperson Davis suggested that HRAC take the lead on this project since it is
in their area of expertise. Superintendent Hover felt we could help find a site for
the windmill, although he was not sure how difficult it will be to move it.
Commissioner Swope suggested forming a sub-committee of representatives
from the Planning Commission, Historic Resources Advisory Committee, and the
Park and Recreation Commission to preserve the windmill with the HRAC taking
the lead role. Commissioners Joseph and LaBerge volunteered to participate on
the sub-committee.

Motion passed unanimously.

Mrs. Cloud will have this matter placed on the HRAC agenda for their May 8
meeting at Lathrop House.

ITEM 2 - UPDATES

-2000-2002 Budget Process
Superintendent Hover distributed a document showing budget items the
department had requested in its FY2000-2001 and 2001-2002 budget. He
explained the budget process and how the department was asked to prioritize its
requests. He reviewed the document with the Commissioners and explained the
items which were approved and not approved by the budget team. Chairperson
Davis asked the Commissioners to review the document and select their top
three items and bring them to the May meeting. The responses will be tabulated
and the Commission will generate a top five listing which will be discussed. Mrs.
Cloud spoke about the need for funding for Union Cemetery.

Commissioner Morton left the meeting at 8:08pm.

-Stu Isaft Park Renovation
Superintendent Hover reported the project will go out to bid on May 8 and the
project drawings are in the office if any of the Commissioners would like to
review them. He is currently working on the soil management plan as part of the
remediation process. Superintendent Hover stated the park renovation will begin
in July or August and will last 120 days and is expected to be completed in
October or November.

-Strategic Planning Committee Report
Commissioner Swope reported that the committee will be hearing a presentation
from MIG, Inc. at its next meeting. Superintendent Hover confirmed that MIG will
be at the May 3 meeting.
ITEM 1 - REPORT ON TREES ON REDWOOD SHORES PARKWAY

Superintendent Hover gave the Commissioners some historical data on the issue
of the trees on Redwood Shores Park. He explained that at its October 27, 1999
meeting, the Park and Recreation Commission approved Recommendation #2
as presented by Public Works Services Superintendent Gordon Mann. This
recommendation approved the removal of the infested trees. As of this date, no
action has taken place. Superintendent Hover said there appears to be a
