...
~'
'1-

"

-,

,.

,

Park & Recreation Commission
Minutes of August 23, 2000

Page 2

released this summer, but it has not happened. Public Works Director Peter
Ingram made an agreement with the affected resident at 540 Cringle Drive
that if the wasp was not released on or about August 10, then the City would
remove the two infested trees next to his property. Director Ingram will be
notifying Mayor Ruskin and the RSHOA President of the decision and the
trees will be removed within the next 30-45 days. The Commissioners each
received a copy of the e-mail from Director Ingram detailing the situation and
proposed resolution. Superintendent Hover stated that we are currently
awaiting direction from the Mayor.

ITEM 1 - MADDUX PARK RENOVATION

Superintendent Hover gave the history of the Maddux Park Renovation
Project and explained that three members of the community began working
on this project in October 1997. The community group currently has a
website and is involved in the planning process. The project is currently
budgeted at $360,000 and fundraising efforts have been organized by
members of the community and include handtile and paver sales. Mailings
for this meeting were sent to all neighbors within 1/4 mile of the park. Chu
Chang, Engineer from the Community Development Department, shared a
large preliminary design of the park. He explained that City Council approved
a contract with consultant MIG, Inc. on August 14. Cost for the project is
estimated to be $400,000 based on the current design which exceeds the
$360,000 budget. Mr. Chang noted the project will probably go out to bid in
March/April 2001 and construction will begin July/August 2001. He spoke
about community input received on the design and the different components
of the new design. He mentioned that costs for the design have increased
because the renovation will now include new irrigation and drainage
improvements in the park. Mr. Chang stated that the plans do not include a
new permanent restroom, but will include a cement pad for the site of a
future restroom. A drinking fountain will also be included in the design.

Comments received from the audience:
-Remove planting areas near sand areas because they will be trampled by
the children.
-Consider type of plants and size of plants located near sand area
-Pad for restroom is 10' from fence; too close to residence
-Move restroom closer to back of park, against fence near drainage ditch
-Move restroom between two play areas
-Don't remove fire engine in park; Can we keep it? (Manager Mike Gibbons
responded that it does not meet current Consumer Product Safety Guidelines
and would need to be removed. It also cannot be modified by the City. It
was noted that there is a fire truck in the playground equipment catalogs.)
-Have restroom moved to back portion of park due to noise and congregation
issues
-No BBQs will be included in this design
