Park & Recreation Commission
Minutes of January 24, 2001

Page 2

ITEM 1 - PRESENTATION OF TENNIS COURT RESERVATION FEES
REPORT

Recreation Manager Chris Beth discussed a proposed tennis court reservation
program for individuals and groups using our courts. He explained that we
currently have no written policy or procedure for reserving tennis courts for
the public or for recognized City tennis clubs. Last year, the Redwood Shores
Tennis Club requested 50 use dates, and the Dai Ichi Tennis Club requested 6
use dates. This year, the Redwood Shores Tennis Club has requested 24
dates and have yet to submit their regular tournament dates. Manager Beth
reported that he surveyed many Peninsula cities on their court use policies
and found that many cities limit court use to 12-15 free use dates by tennis
clubs and also charge reservation fees. He suggested that our policy allow
tennis court reservations to be made in advance and a fee of $15.00 per
court, per hour be charged. The proposed reservation program would allow
recognized Redwood City tennis clubs to have use of the courts for a
maximum of 15 full use dates per year, for two courts, at no charge to the
club. Requests beyond the 15 full use dates would require a $15.00 per
hour/per court charge, up to a maximum addition of 15 use dates.

Commissioner Davis inquired about the need for the fees and asked if the fee
was determined by the cost associated with the tennis court maintenance.
He also spoke about restrictions of the United States Tennis Association
(USTA) program and felt that many of the people who would be using the
courts on a private basis are also members of one of the tennis clubs.
Manager Beth explained staff is looking at balancing the open court times and
the court requests by the local tennis clubs. Superintendent Hover spoke
about the City's tennis court resurfacing program. Commissioner Davis
suggested that staff contact the San Carlos Tennis Club to speak to them
about their operation and use of tennis courts. Manager Beth agreed to
contact the tennis clubs and will continue to look into this matter.

ITEM 2 - MASTER FIELD SCHEDULE AND FIELD MAINTENANCE
UPDATE

Manager Beth reported that he meets with youth sports groups twice a year
to schedule our fie1ds. The Commissioners were provided with a copy of the
most recent field schedule. He reported staff is taking a more pro-active
approach in field maintenance, especially at Hoover and Griffin/Bechet fields.
Staff has successfully re-seeded the turf at both fields and placed barriers in
strategic locations to prevent people from using the fields during this re-
seeding period. Manager Beth stated he has also been working with all the
sports groups to get their cooperation while the fields are renovated. It was
suggested that a voicemail message be made available for the public to
obtain field status reports. Manager Beth said that we are experimenting
with new soccer goals with wheels in order to prevent damage to the turf.

-. - -..,
