EXHIBIT IIAII

PUMP STATIONS #15
SCOPE OF SERVICES

CITY OF REDWOOD CITY
August 23, 2005

BACKGROUND

The City is proposing to rehabilitate the existing sewage pump station #15, located at Twin
Dolphin Drive. It receives sewage flows fi.-om one upstream pump station, #14, located on
Redwood Shores Parkway. The two pumps at Pump Station #15 are at the end of their useful
life. Additionally, the pumps need to be standardized to be submersible types to handle pump
failures more quickly.

The pump station has deteriorated with age and is experiencing an increase in the ftequency of
repairs. The existing pump station consists of a separate dry well and wet well. It is proposed to
modify the dry well as an extension of the wet well and to rehabilitate the wet well with coating
materials. A n¥w valve vault with sump pump is also desired, along with replacement of all
valves and discharge piping to the existing force main. The new submersible pumps will have
variable frequency drives.

SCOPE OF SERVICES

This Scope of Services provides for the preparation of design documents for the rehabilitation of
the pump station. The following tasks will be performed:

Phase A. Project Management

This phase provides the overall management the project. The tasks include but are not limited to
the following:

1. Providing project coordination; communicating project issues with the City of Redwood
City; setting up the project, including developing Nolte's project work plan; preparing a
project design schedule as well as monitoring and updating that schedule; tracking and
reporting job progress.

2. Perform Quality Control Reviews and Quality Assurance Audits of design.

Phase B. Surveying and Existing Utilities

This phase provides the surveying and utilities research for the project. The tasks include but are
not limited to the following:

1. Research existing utilities from City as-built plans and private utility companies.

2. Perform one day of field surveying to establish inverts of pipes at existing manho les as well
as confirm locations relative to significant local features in order to prepare a site plan. The
survey will augment and clarify utility information based on City provided as-built plans as
well as locate existing structures and trees.

If the existing utilities are in question, Nolte can contract for potholing as an optional service.

NOLTE ASSOCIATES.
