.

~ Park and Recreation Commission
Minutes of June 19, 2002

Page 3

-Dog Park #2
Superintendent Hover reported staff is currently working on renovation of
Shore Dogs Park. The Commissioners discussed the possibility of a second
dog park in Redwood City but felt that there needed to be a community-
based organization like Shore Dogs to lead the project.

-Strategic Plan
Commissioner Swope announced the strategic plan has been presented to 17
organizations and 223 responses have been collected. She is in the process
of aggregating the responses into a strategic plan document for the
Commission's review.

-Interim Park Rules Task Force
Commissioner Davis reported that the Task Force has met once to review the
interim park rules at Stafford Park and is also looking at other park rules.
The group has a desire to have uniformity of the park rules and are in the
process of compiling a complaint history of Stafford Park versus other city
park in order to make a decision on the current interim rules. Staff is
obtaining copies of police reports/complaints on Stafford from the Police
Department. The group will meeting in the next few weeks.

Betty Travers of 27 Lowell Street spoke about people being able to access
Stafford Park from Hopkins Avenue because there is no fence along Hopkins.
She fert that people do not see the rules from Hopkins Avenue. She spoke
about a group of 40 people who were at the park this past weekend without
a permit. Mrs. Travers said she contacted the Police Department because
they dumped BBQ coals in the park. She felt that parking is still an issue and
that the interim rules are not being enforced by our department.

Superintendent Hover noted that all of our City parks are very heavily used
and that more parks are needed. Director Centeno stated that NRPA had a
standard of 10 acres of park land per 1,000 residents and Redwood City is
currently at two acres per 1,000. Staff is looking at other cities to see how
we compare with this standard.

Mrs. Travers said one of her neighbors asked about having more lighting at
Stafford and Superintendent Hover stated that more lighting could encourage
people to stay longer in the park and extend their activities. She asked if
staff could be hired to monitor Stafford Park on the weekends and Director
Centeno agreed to check on this.

Commissioner Davis said the Task Force wants to make sure the rules are
rational and enforceable. Mrs. Travers suggested a memo be sent to the
Police Department to do quick look-throughs of Stafford Park on the
weekends.
