<br />.. <br /> <br />-. <br /> <br />Park and Recreation Commission <br />Minutes of July 24, 2002 <br /> <br />Page 2 <br /> <br />Public Works Services Superintendent Gordon Mann stated that the tree in <br />question was structurally sound and there was no physical reason why the <br />tree should be removed. <br /> <br />Commissioner Swope felt that Mrs. Spangler should be allowed to remove the <br />tree and that the City ordinance should be changed to allow the Public Works <br />Services Department to use its discretion in granting tree removal permits. <br />Commissioner Truscelli said Mrs. Spangler's property has many other trees <br />and that the removal of this tree would not impact the property or neighbors. <br /> <br />MIS Davis/Truscelli: To approve the appeal of a tree removal permit <br />at 970 Edgewood Road. <br />Motion passed unanimously. <br /> <br />Mrs. Spangler stated she used the exercise room at the Veterans Memorial <br />Senior Center several times a week and complimented staff on the facility <br />and personnel. <br /> <br />Commissioner Davis asked about having staff review the tree ordinance so it <br />was not so overly restrictive. Public Works Services Director Peter Ingram <br />confirmed that the Mayor and Council have asked him to look at the tree <br />ordinance and tree planting policies for possible revision. <br /> <br />The following items were taken out of order: <br /> <br />ITEM 3 - UPDATES <br /> <br />-Interim Park Rules Task Force <br />Superintendent Hover stated the Task Force did not meet in July but would <br />be setting a date to meet in August. <br /> <br />Betty Travers of 27 Lowell Street spoke about Stafford Park being <br />photographed for KRON Channel 4's "Bay Area Backroads". She also showed <br />the Commissioners pictures she took of various city parks on Sunday, July 7 <br />between 12: 30-3: OOpm. The pictures featured the following parks: <br />Stafford, Mezes, Dove Beeger, Garrett, Wellsley Crescent, Palm, Fleishman, <br />Jardin de Ninos, Linden, Hawes, Stulsaft and Red Morton. She spoke about <br />the small numbers of people using each park with the exception of Stafford <br />which had a large number of people. Mrs. Travers felt expressed the opinion <br />that Stafford Park was the only park that was busy and that staff did not <br />encourage people to use other parks. She wanted the Commission to review <br />these pictures before they revised the Interim Park Rules at Stafford Park. <br />Commissioner Davis said he disagreed with Mrs. Travers and felt that most of <br />our parks are busy with activities and that the pictures were not <br />representative of actual park attendance. <br /> <br />
