Park and Recreation Commission
Minutes of July 24, 2002

Page 4

-4th of July Parade
Superintendent Hover announced the Commission received 2nd place in the
Commercial/Municipal Float Division and a $300.00 prize check. The check
will go towards reimbursement of materials for the float.

ITEM 2 - REDWOOD SHORES LAGOONS

Superintendent Hover provided a memo to the Commissioners with a list of
agencies and groups responsible for the lagoons in Redwood Shores along
with an article from the Pilot written by Gina Sanchez. He gave a history of
the lagoons and spoke about a revocable permit issued recently to Gina
Sanchez and approved by the Council.

Director Centeno stated that previously there were several "gentlemen's
agreements" for various groups to use the lagoons but there is no one group
responsible for the lagoons. She felt that unless the other groups want the
City to decide jurisdiction, that we should let the groups work out their
issues. She noted that Gina Sanchez was asked to obtain approval from the
Redwood Shores Homeowners Association, the Owner's Association, and the
Architectural Design Board before the permit was requested and approved by
City Council.

Beth Beach, a Redwood Shores resident and a rower, spoke about the
current situation on the lagoons and asked if there was a point person or
group to schedule events on the lagoons. She also felt that the people on
the lagoons should have a voice in what happens on the lagoons.

Public Works Services Director Peter Ingram spoke about his department's
responsibility in maintaining the Redwood Shores lagoons. He noted the City
works with the San Mateo County Health Department on health issues
regarding the lagoons. The City also is granted a permit from the Regional
Water Quality Control Board for the lagoons and the City works very hard to
stay in complian'ce with the terms of the permit.

There was discussion about the lagoons and access to the lagoons by the
public. Commissioner Swope and Davis agreed that the City does not need
to become involved with this matter unless requested and that the groups
involved should work out their issues themselves.

ITEM 4 - DISCUSSION OF PARK AND RECREATION COMMISSION
CALENDAR

A revised calendar was provided to each of the Commissioners. The Park
Rules Task Force and Windmill Sub-Committees will meet on August 8.

..
