<br />Park and Recreation Commission <br />Minutes of June 25, 2003 <br /> <br />Page 2 <br /> <br />from "heritage tree" to "protected tree" in the revised ordinance to more <br />accurately describe the trees. <br /> <br />Currently, there is no cost for the tree permits, but Superintendent Mann <br />said he is considering a' permit fee for the tree removal/pruning process. The <br />City currently allocates $30,000 per year for an independent contractor to <br />review each permit and perform on site visits. This year the number of <br />permits has increased and the City has spent over $35,000 to have the <br />contractor perform this duty. Fees collected would help offset the cost of the <br />contractor and any extra fees would be allocated for tree preservation. <br /> <br />Superintendent Mann suggested permit inspection fee rates as follows: <br />$30.00 per site visit for pruning plus $30 for each group of 1-6 trees. Total <br />costs would be: 1-6 trees $60, 7-12 trees $90 and 13-18 trees $120.00 <br /> <br />$45.00 per site visit for removal plus $30.00 per tree. Total costs would be: <br />1 tree $75, 2 trees $105, 3 trees $135 <br /> <br />Superintendent Mann felt the focus of the revised ordinance needs to be on <br />tree protection. He said he received an e-mail from Commissioner DaVis <br />regarding his suggested revisions to the tree ordinance. The Commissioners <br />made suggestions on ways to educate home owners about the ordinance and <br />Commission responsibilities in reviewing an appeal of a tree permit. <br /> <br />Superintendent Mann stated he would like the support of the Commission on <br />the revised ordinance including the permit fee before it goes to Council for <br />approval. He estimated he would return to the September or October <br />Commission meeting with the revised ordinance. <br /> <br />ITEM 1- YOUTH AND TEEN ADVISORY BOARD UPDATE <br /> <br />The Commissioners discussed how they could better involve the advisory <br />board representatives. Suggestions included: leaving the advisory board <br />updates as Item 1 on the agenda; engage them at the beginning of the <br />meeting; taking a break after Item 1 so the advisory board members could <br />leave the meeting; ask them for feedback on particular agenda items; allow <br />them to bring questions to the Commission; have the chairperson call them <br />before the meeting; ask them to lunch before the agenda; have the <br />Commissioners visit them at their advisory board meetings. <br /> <br />Superintendent Beth agreed to share these thoughts with the staff liaisons to <br />these groups which are dormant during the summer months. <br /> <br />ITEM 3 - BUDGET UPDATE <br /> <br />Director Centeno reviewed the upcoming Budget Study Session dates and the <br />recommendation of cuts of 4.5% for public safety and 7% for all other <br /> <br /> <br />\ <br />., <br /> <br />, <br /> <br />
