She stated that the City's Public Works Services Department <br />maintains the lagoons and that the City owns the water. Access to the <br />lagoons is a problem because there is only one public access point at Bridge <br />Parkway and the majority of the access is from private property. <br />Superintendent Hover displayed a map of Redwood Shores and reviewed the <br />location of the lagoons and where the access point was located. <br /> <br />Beth Beach, Redwood Shores resident spoke about the history of the <br />Stanford Invitational Regatta event which has been held in the lagoons for <br />many years. She would like to set a benchmark for all users as well as a way <br />to communicate effectively with the homeowners associations. She did feel <br />that there are some liability issues regarding use of the lagoons. <br /> <br />Commissioner Swope asked why after 26 years of lagoon usage was there <br />now a problem with the process. Director Centeno explained that the <br />Redwood Shores Owners Association and the Redwood Shores Community <br />Organization (formerly Redwood Shores Homeowners Association) both have <br />oversight responsibility in Redwood Shores and were working on jurisdiction <br />guidelines. They met with the City Manager who asked them to work <br />together to develop a list of guidelines for lagoon usage. This has not been <br />completed. <br /> <br />Ms. Beach said she would like to see a committee of representatives work <br />together to develop guidelines for using the lagoons. Dick Nelson, Redwood <br />Shores resident, stated that historically, all lagoon permits were issued <br />through Don Warren and Redwood Shores Properties. Currently no one is <br />issuing permits for lagoon usage. Commissioner Joseph said that she was <br />contacted by individuals from Redwood Shores who want help from the City <br />in organizing this process. <br /> <br />Director Centeno spoke about different options the Commission might <br />consider. Ms. Beach stated that currently no one is issuing permits for <br />lagoon usage and it is a "free for all". She felt that some guidance is needed <br />because the problem is escalating. Director Centeno said she would like to <br />recommend that we try to find a community group to move this project <br />forward and explore this with the two Redwood Shores groups. <br />Commissioner Davis felt that lagoon users needed to be included in the <br />process. <br /> <br />Steps to be taken: <br />-meet with group of people to see how this program would be managed <br />-include lagoon users who have been involved (current stakeholders) <br />-invite Park & Recreation Commissioners in process <br /> <br />Commissioners Joseph and Swope volunteered to participate in process. <br />Director Centeno will report back to the Com mission. <br /> <br />'. <br /> <br />I,.
