<br />Park and Recreation Commission <br />Minutes of September 24, 2003 <br /> <br />Page 2 <br /> <br /> <br />J <br /> <br />been done and noted that if a consultant had been brought in at the start of <br />the strategic plan, the cost would have been more than $100,000.00. <br />Superintendent Hover spoke about what San Mateo County is doing to <br />complete their strategic plan and their work with a consultant from out of <br />state. . <br /> <br />Chairperson Walsh felt that $38,000.00 was a large amount and stated that <br />we have been working on the strategic plan for almost 3 years and felt it was <br />a reasonable expense to finish the process. He recommended getting price <br />quotes from two other vendors. Superintendent Hover stated obtaining <br />additional quotes would delay the process. He said that MIG was a well <br />known consultant and was the number two selection for the San Mateo <br />County strategic plan project. <br /> <br />Superintendent Hover announced that October 10 and 24 are the next <br />scheduled meetings with MIG. Staff is anticipating having a draft strategic <br />plan to review with the Commission at their November meeting. <br />Commissioner Joseph said she is not happy about spending $38,000.00 for <br />this project and wanted it noted in the minutes. Commissioner Morton felt <br />the cost was well within reason and Commissioner Swope felt that if we. tried <br />to do things ourselves, the document might not be as good as one prepared <br />by a consultant. Superintendent Hover stated that by having himself, <br />Superintendent Beth and Director Centeno involved in developing the <br />strategic plan, that the staff costs would be higher than the cost of the <br />consultant. Commissioner Swope will also be attending the October 10 <br />meeting with the consultant and staff. <br /> <br />ITEM 2 - OLD COURTHOUSE PLAZA PUBLIC MEETING <br /> <br />The Commissioners were invited to attend the Courthouse Plaza public <br />meeting on Thursday, September 25 at 7:00pm. Chairperson Walsh and <br />Commissioners Joseph and Swope will be in attendance. Chairperson Walsh <br />asked the Commissioners not attending the meeting, to feel free to give him <br />any ideas for the project which he would take to the meeting. <br /> <br />ITEM 3 - REDWOOD SHORES CANADA GEESE <br /> <br />Superintendent Hover spoke about the Canada geese issue in Redwood <br />Shores and how staff is currently dealing with the problem. Our department <br />currently contracts a company which uses dogs to herd the geese off the <br />fields. The cost is less than $10,000 per year and has been fairly effective. <br />Superintendent Hover also spoke about a solution called "egg addling" which <br />will reduce the goose population by about 25% over a 10 year period. Other <br />solutions include catching the geese and then moving them to the San <br />Joaquin Valley where they are used to eat weeds for the farmers, catching <br />the geese and destroying them. He noted that he spoke at the August 27 <br />meeting of the Redwood Shores Owners Association regarding the various <br />solutions to resolve the goose issue a nd they voted 4-1 to support the egg <br /> <br />
