r

. J

r

-\

Park and Recreation Commission
Minutes of January 28, 2004

Page 2

Environment, and a calendar of events. Ronald stated the website should be
running by mid to late February I

Commissioner Joseph invited both boards to participate in the Pet Parade to
be held on Saturday, April 3 at Red Morton Park. Commissioner Walsh asked
that the YAB and TAB members be added to the Commission's Roll Call List.

ITEM 2 - STRATEGIC PLAN U PDA TE

Superintendent Hover stated that he, Superintendent Beth and Director
Centeno have been working on the document and have a meeting with MIG
tomorrow. He anticipates that the document will be ready for the February
meeting. Commissioner Swope said she made some comments on the draft
and has also been working on the acknowledgements. She felt that Union
Cemetery should be included in the document. Director Centeno thanked
Superintendent Hover for all his work in revising the document.

ITEM 3 - REVIEW RECOMMENDATION OF PARK RESERVATION
POLICY AND FEES

Superintendent Beth spoke about the recommendation to begin a park
reservation policy at eight of our parks. Currently, our parks are first come,
first serve basis and this has presented problems at many of our parks.
Patrons are found sleeping overnight in our parks or arriving very early in the
morning in order to secure a picnic table. Fights have also occurred with
groups trying to use the same park areas. Staff is hoping to alleviate these
problems by instituting this program. Superintendent Beth surveyed 12
cities and found that each one had a reservation policy and charged a median
fee of $19.83 per table. He suggested the Commission consider charging
$20.00 per table per day and $10.00 for a Tot Table, and non-residents
would also pay an additional $10.00. Superintendent Beth asked the
Commissioners for feedback on the proposed policy and fees.

Suggestions/Comments included:
-Check the condition of the wooden picnic tables near the Armory
-Need proper signage; put single tables outside the reserved area for drop-in
-Financial aid element; don't want to exclude people who cannot pay fee
-Have a non-resident fee fund that could pay for people who cannot afford
-Rental figures are too high; average fee is actually $8-10 per ta.ble
-What does it cost to maintain this program? Figure out what it costs us to
run program and then determine pricing
-Have permit holder place permit at picnic site rather than staff
-Cancellations should be accepted up to 24 hrs in advance, not 5 days
-Pay by area, according to size
-Ease into this program by doing one park at a time
-Advertising to public; place notice in brochure
-Have one sign per cluster of tables; have a \\reservable" or \\not reservable"
sign on each table
